My wife (then fiancee) interviewed at Mumbai for her K1 visa in May 2005. The lady who went through her papers at first to check them for completeness was a tad sarcastic but no real complaints there. She was checking my wifes papers and chit-chatting with her colleagues at the same time.

After this, the wait for the itnerview was reasonable (a few hours) and the consular officer himself was extremely nice although he seemed young and inexperienced (maybe he just looked that way, who knows). He asked a bunch of questions but did not ask to see any additional relationship evidence.

Prior to the interview, the consulate was always extremely good at responding to emails in a timely fashion. Don't bother calling them, the guys who pick up the phones there don't know much. Stick to emails, that is much more helpful.

The Mumbai consulate is great as long as your paperwork is in order. Best part is, they give you the visa the same day instead of making you wait for a darn courier to arrive

Only problem is that there are a few different consulates in India and each is a bit different in how they treat people. My vote is "average" for New Delhi. While the people in the embassy were somewhat nice, the time you wait for your interview is very long(Not only for setting the interview date, but waiting inside the embassy itself).
