      chikahdorah, packet 3 and 4 are no longer sent in the Philippines from what I understand. You can download the packet instructions from the embassy website found in my signature. NVC should send a letter to the USC. The embassy will generate an appointment letter if you schedule online. The NOA2 can take up to 30 days to reach the USC. The I-134 and all DS application forms are to be brought to the embassy on interview day. I am planning to be at the interview so I am bringin...
