Yes, like i said once she is here she will be able to stay because once she touches american soil she falls under the cuban act of the dry foot and you can build a case for fraud and the only thing they are going to do is summit a warrant for her to be deported which wont affect her at all because cuba doesnt accept deportations...I am truly sorry I can imagine cause the process is so hard and for her to do its terrible. Like I said my advice is let it go cause all you are doing is putting yourself through immigration processes and bad moments and apparently she doesnt care. Good luck..
