      Since you called and know your case is at Juarez now, you do not have to wait for the letter. If they re-open and you still do not have a letter, you can take all the forms you need to take with you there, and go to the consulate early one morning when they first open and pick up an open invitation letter to take to your medical, and then back to the consulate the next day for your interview. No worries. You can still go. Cheer up! :)
