In the Philippines as a USA citizen, I married a filipina and her son is 14 1/2 yrs old. I would like to adopt her son [my stepson] so that he can get USA citizenship and go work in Guam or the USA after he gets his HS diploma here in the Philippines, while I'm still living in the Philippines.
Does adoption in the Philippines have to be done through a attorney here, what are the steps/requirements/costs and time frame to complete this?

IMHO, it is easier to file an I-130 petition (if you haven't already) for your stepson. After a successful interview/receives immigrant visa, he can travel to Guam or mainland. Once he receives his I-551 stamp (proof of permanent residency) or green card, he can start working. U.S. citizenship is not required to work legally in the U.S.
You will have a much easier time adopting when he reaches the age of majority (18 for many states). If you decide to adopt him while he is a minor, this involves home study by state social workers. The steps/requirements/costs and time are much greater to adopt him under this route. However, if you decide adult adoption, there is no home study. The court filing costs are significantly lesser.
With regards to adoption in the Philippines, I cannot give specifics. All I know is that adoption there is more time consuming, more expensive, and more stressful than in the U.S. I would highly discourage adoption in the Philippines if time is a factor.

Your feeling helpless and wanting to work is completely normal. Nobody wants to feel useless.
You can look for jobs and see what is available. However, you cannot work without your EAD or green card. It is illegal. Last thing you want to do is violate the rules and conditions set forth by USCIS.
For the time being, waiting is part of the game. It is a necessary evil during this process.
Another way to view this...consider this your extended vacation. Once you are legally working, you will start thinking and planning your next vacation. Take full advantage of this time.

guys i might need all ur info here,i will start my story:i been in the US for 3 years and we are filing for my kids papers,we expedite it in USCIS and they approved us for 7 weeks,the papers is in NVC now but no case number yet.The kids dont have passport yet so i fly back to the philippines to get their passport bcuz my mom thats watching the kids has cancer and cant take care of the kids anymore.i dont get the passport until aug 8,i was wondering if i can request an expedite at NVC even i dont have the passport yet so when i get the passport we already payed and sent some of the documents that NVC needed to complete the processing.im sure NVC will grant our expedite bcuz USCIS grant it and we have all the medical records of my moms health problem.im a government employee in the US and needed to be back as soon as possible and need to work also for my moms treatment.i just dont know if i can request expedite at NVC without the passport of the kids and just send some document to them and pay the visas and just sent the passport copy later,pls advice,thanks and more power
IMHO, your best approach would be to expedite the processing of your passport. The Department of State website expedites passports in emergencies. I believe your situation would qualify.
Once you receive your passport, attach a copy of the biographic page for the DS-230. Then, request the expedite with NVC. Otherwise, I believe you may still get an RFE if you do not include the passport page.
I am very sorry to hear about your Mom. We will keep her in our thoughts and prayers.

in Philippines
Hi everyone. Had my CFO seminar yesterday, got my certificates, sticker and a cfo kit. Aside from a
travel tax which is 1,620 Php,
terminal fee 550 Php and
security fee 200 Php
Is there also an entry fee to be collected at your port of entry?
It's bothering cause I forgot to asked the lady yesterday

No, all the "fees" are collected in the Philippines.
There will be no BS entry fee when you arrive in the U.S. There will also be no BS travel tax, terminal fee, security fee when you leave the U.S. to visit the Philippines.

As mentioned, DHL or FedEx are the most reliable couriers.
But whatever you do...please, stay away from USPS/PhilPost. Sending from U.S. via USPS is fine...the package is tracked to the Philippines in a reasonable amount of time. But from my personal experience, it takes forever from Manila to final destination. PhilPost is very unreliable. IMHO, it is much better to spend now sending it right, than to spend later trying to remedy the situation.

It's always great when things go smoothly.
Yeah, there is only paid parking there. But I have seen a few cars park across the street. There is a small empty lot about 50 feet up the street from the auto body shop. I've seen the driver and passengers cross the street and enter the field office building. IMHO, it's not really convenient parking there. But...if a spot is available...you'd save a few bucks.

Eating balut, like most delicacies, is an acquired taste.
I tried balut for the first time about 10 years ago. Before then, I had heard horror stories on how disgusting it was. But when I tried it, it wasn't as bad as people were saying. To me, it tasted like a cross between chicken and egg. I tried it at night...so I didn't examine every little thing. But I just tried it for what it was. I think I ate 5 or 6 that very night.
I do agree, though, that balut should be eaten while it's hot. Balut is high in cholesterol. Eating cold fat is no fun.
Balut does taste better when drinking alcohol. And no, it's not because eating balut requires a lowered inhibition. It seems like the alcohol balances the richness of the balut (or any polutan like sisig, liempo, dinakdakan, etc).Most of the stigma surrounding balut is already established even before one tries eating it. I do encourage everyone to try it...at least once. I did, and have no regrets.

No, this will not pose any problem.
Once she has her visa/passport, she is ready to go. There will not be any credit check at the airport.

Hi all. Im planning to get my NBI clearance next week on victory mall (caloocan) but I read in a blog post that it was now relocated on Taft ave.. Is it true? Online application doesnt seem to work either.. I'm looking for a branch near my area, preferably caloocan or marilao bulacan branch. hope someone can help me. Also, I need to know the requirements in getting a clearance. Thanks
The NBI's FAQs state that there's a branch in Marilao Municipal Hall, besides PNP station (Marilao, Bulacan).
The requirements for getting a clearance are also listed in the FAQs.

You would need to physically mail the packets. IIRC, only a couple countries do electronic processing. Philippines is not one of them.

Is your husband a natural-born U.S. citizen? If so, then his birth certificate is sufficient to prove U.S. citizenship.
If he is a naturalized U.S. citizen, he would need to show a copy of his naturalization certificate.
Since his passport is expired, either document mentioned above can be used.

As previously mentioned, some service centers are overloaded and are processing applications slowly.
However, it wouldn't hurt to contact your respective senator and/or congressman. These representatives have liaisons, who deal with immigration matters. They can contact USCIS and inquire the status of your case. You would need to complete a privacy act release form, which authorizes them to act on your behalf. These forms are on their respective websites.
Contacting your state representatives does not guarantee a decision on your case. But it certainly does not hurt asking.
