    yup I can see that  it's because most people have hidden agenda and stay illegally so it becomes hard for people who just really want to travel and see the other side

    Not true...according to the IV instructions for CR-1 visa it says this:
    8. OTHER COUNTRY POLICE CERTIFICATES. Applicants aged 16 years and older must also present police certificates from other countries where they have lived for one (1) year or more after reaching the age of 16. As with NBI clearances, foreign police certificates should be obtained in any maiden names, aliases or nicknames used while in the country in question, including different spellings you have used of those names. Country-specific information on how to secure police certificates is available on the State Department’s web site at http://travel.state.gov/visa/frvi/reciprocity/reciprocity_3272.html.

    K-1 visas are required for 6 month as per the guide off the US Embassy Site Manila:
    g. OTHER COUNTRY POLICE CERTIFICATES.     So for the spouse visa, you only need to get a police clearance for anyplace you have been for 1 year or longer.

    After your DS230 has been sent, count 8-11 business days and then try to sign into the payment portal.
    Once your sign in fails, it means that your case is completed.
    Confirm with an operator/AVR in 24-28 hours for an official case complete.

    yeah, that is how most people do it. You might get an RFE for the DS 230, but it will be a false one since you havent sent it yet. (or maybe you sent it a couple of days after the AOS)
