It's "chain of custody" issue. The envelope contains your husband's entire paper case file. If the envelope has been opened, regardless who opened it, then the chain of custody has been broken, and DHS can presume the contents have been tainted.
I strongly doubt CBP is going to admit him. They certainly aren't going to trust that customs sticker from the authorities in Dubai.
Usually, when something like this happens the alien needs to return to the US consulate that originally sealed the envelope. They will inspect the contents to determine if they've been altered or manipulated, and then reseal the documents in a new envelope.
You can't really blame the authorities in Dubai. He was applying for admission into their country, and they have the absolute right to inspect anything that anyone brings with them.

I guess asking a question means it is ignored like the advise you have already been given. You have so far ignored the rules for filing a petition, ignored the requirements for a petitionable relationship, ignored what we have offered, ignored the question I presented in response to you request for a question about facts.
