Every LCR is different. Find out exactly what you need. Also they should be able to tell you how to get it. If they only want one from the embassy, you will need to go to the embassy. I flew into Manila in the evening. Stayed in a hotel across the street from the embassy, went there and got affidavit in the morning, then went off to my wife's place.

Yes, I told her to go to the the LCR and find out exactly what we need.

From what I have found they are not accecpting those anymore.

If an affidavit is required I believe Manila is the only place.  Cebu used to do it but I think it has now stopped
