Apparently we had a miscommunication with the consulate and never paid the $220. The consulate email referred to our second payment (for the IV) as the "green card payment." Thank you for the help.

The receipt number you got after paying the $220 fee can be used to track the Green Card (per reports of others).

Upon first glance, as long as you are resident in Vietnam and can prove you are being asked to relocate, then you will have a shot at DCF processing.
Each Consulate is different in how receptive they are to "exceptional circumstances", but to my eyes you certainly you have the basic stuff covered.

So we had a similar situation job wise and I will say that it is highly possible to do DCF. Especially if you have emails or communication that states you need to move back. Take everything in the forums with a grain of salt. Sometimes it's best to think on things and wait till after the holidays to try for DCF😎or maybe even in the spring!
