Update: I finally received my titre de sejour on March 15, and emailed a copy to Paris immediately. After waiting for about a week, with a bit of back and forth sprinkled in between, today I got an appointment set for March 23. 

Looks like they will not accept anything except the actual titre de sejour, because they won't even bother to email you back otherwise.

I haven't, I still haven't heard back from the initial request to file...

I don't really know what to do...they won't answer emails and it's impossible to get a real person on the phone. 

I emailed the Paris embassy on February 16 about direct consular filing for my spouse since I got a job offer in the US starting in mid April. 

They responded within a day and asked for my titre de sejour. I replied immediately with a letter confirming approval of my titre de sejour. Unfortunately I don't have the actual card yet but my application has been approved. 

I haven't heard anything since. I am starting to get really worried since my job is starting soon and I need to fly back to the States. Do I just keep waiting for a reply? Do I need to wait for my titre de sejour to be in hand and request again then?
