If you live together, there is no reason for your spouse not to sign the I130a. That statement for the spouse's signature requirement assumes you live in separate countries.

It actually says does not need to, which is very different from "does not".
If they can, the spouse should sign the I-130a. The extra clause is for couples that live apart and signing the form would cause delays.
