Yes your case it still at NVC. It will change to "in-transit" when they transfer the case to the embassy and "ready" when the embassy receives your case.
It really depends on the consular officer. A friend of mine used his assets (more than 5x the min income quidelines) to sponsor his spouse. The spouse had his interview in NZ recently and got 221G requesting joint sponsor.
