It could be either way it seems. From what I've read here, it's usually back to the beginning of the line. But I got lucky and when I didn't include both forms of my 1099-ENT, they checked the next day and approved. But I guess it's because they had nothing extra to check, the 2nd form contained the exact same financial info as the first, so they just needed it for completeness.

I see. But it's just really strange that they would turn her away since by any means, she's a legal resident. I would definitely seek the help of a translator. In Poland this isn't an issue since most people know pretty good English. Good luck. Share how it goes.

You do not go to the police to get this certificate, they will send you away. It will be something like a ministry of criminal justice informational bureau. They hand out these papers to all residents. It's hard to believe they would say this since imagine hypothetically a resident legally residing in Serbia commits some crime for instance, what they're saying is that they wouldn't have a record of that?! My wife and daughter are in Poland on a temporary residence permit through a humanitarian visa and they even let me stay here as her husband. They gave us all the documents we requested and even gave us a Polish social security number (PESEL) for all processing. If your wife has a legal temporary residence card from Serbia, they can't turn you away for a police certificate. I would definitely ask your Serbian lawyer about this.

Also, you shouldn't have any issues getting a Serbian police certificate. In Poland it was very easy, you just pay 30 zloty ($6) and go to the criminal justice bureau office and there we filled out a simple application and got the police certificate in 10 minutes. The important question here is on what grounds is your wife staying in Serbia? If it's official, then she shouldn't have any issues. I just did a quick google search for "справка о несудимости в сербии" (police certificate in Serbia) and got a bunch of videos online on how to get one in Serbia. Also it's very important that you guys check what is required to be filled out on the Serbian form for the police certificate. For Poland, we had to check all 3 boxes of the form, even one that said "Juvenile criminal records". These instructions are country specific and will be located on the Serbian US embassy website concerning police certificates. They even tell you how to fill it out.

My wife is from Belarus and she and I have lived in Poland for a year and a half now since we moved in 2022 to Warsaw. She and my daughter are getting their IR1 and IR2 visas. She was asked for both certificates at NVC a Belarusian one and a Polish one. They accepted the Belarusian one even though it was from beginning of 2022 with no complaints since they realize we've been living in Warsaw for over a year. They shouldn't ask you for a new Russian certificate if you can show that you and her have been living in Serbia for the past X months/years. However my wife just reminded me that the 2 year rule does apply. Ours will be 2 yr old only in March 2024. If they make you get a new one, even Belarus lets you do this online now. Russia should have something similar. You can appeal that she doesn't want to go back there because of the political situation in the country. Another thing she can do is issue the power of attorney to one of her relatives/friends in Russia, you just need to find out what the process involves in Serbia. In Poland we just went to a notary public and drafted a power of attorney which specifically states all the state institutions we needed etc etc, you can find samples online. Then we had to go to a local regional court here in Warsaw and waited 3 days for the notary's signature to be confirmed, after that we got an official apostille at another office and that's it, they accepted it in Belarus. We did this here in Poland. This way they'll be able to get it for you and mail it or pass it to you in Serbia somehow.

I'll add you once you get an update from NVC, because I think everyone in my chart file online through CEAC and mail-in documents would skew the timeline. I think you're already in the US changing your status if I understand correctly. Good luck!

By "modifiable" NVC simply means they don't want people downloading their forms like I-864, clicking into the modifiable fields like First Name, Last...etc. plugging in values and slapping on a digital signature and sending it to them. They do NOT mean modifiable through special PDF editing applications like FoxitPDF or Adobe PDF editor. It just means you print it out, rescan it through your phone for instance and send back the resulting PDF which becomes non-modifiable because you can no longer click into the fields using in regular read mode and change those values (since like you said it's now an image), plus it forces you to sign the document. KISS principle applies here.

Definitely. I also read it exactly the same the first time and thought that just sending it through their public inquiry is enough, but the next morning I had a gnawing feeling that I should submit it as well. Guess what, it got DQd the next day, the response to my public inquiry I received only today and all it said is that our case is already DQd, that's it. So the Submit button is the most direct way they see that something has changed. Definitely submit.

So weird, the thing is all the documents are still there, just that all the headings got messed up and concatenated in certain spots. Hopefully if I resubmit, it won't mess anything up. But yeah, got this exactly one day after docs were DQd as well. Thanks!

My wife and daughter got DQd on the 16th. Since yesterday morning I see the following on my wife's civil documents list. I noticed it accidentally when I logged on to check the messages. So literally NVC page says missing on the home page for her civil docs. All docs were obviously included and accepted, otherwise they'd never be DQd. The NVC page seems to have gone totally crazy as you can see from the above screenshot. Passport bio pics were included and are listed just below but are now called PASSPORT BIOGRAPHIC PAGE (1st MARRIAGE-FINAL DIVORCE DECREE), 😅. Anyone seen/seeing anything like it? I hope this doesn't affect anything for my wife. PS I checked in 3 browsers, same result, so it's not a local cache issue.

OMG, just got an email for my wife's DQ!! They didn't reset us after all. So it seems like if none of your docs got rejected, they take pity on you. They DQed her the next day. Notice how it says Case FE Review note, doesn't mention a rejection of RFI. Maybe this looks the same for everyone, but this is my suspicion. Interesting, is the "re-review" time different than the standard ~14 days for review? Mine is weird, as I didn't get a single doc rejected, just that they wanted a full 1099, instead of 1 sheet i sent.

So I got what I think is an RFI today. It's a silly mistake on my part. NVC accepted all of my wife's civil documents and my tax forms etc. My mistake is that for my 1099-NEC I attached form Copy 2 but didn't attach the first form Copy B which is the more important form. The message said that I should send all the 2022 1099 forms. It said I can answer via form to NVC or upload replacement documents if some got rejected. However none of mine were rejected, says accepted next to all of them. So I just sent a pdf of both forms of my 2022 1099-nec through the NVC contact form. I uploaded it to the additional doc section but didn't submit as this would reset my documents I think.

Same here, 🤪 The payment processed date is blank, but it now says it's paid.

But how do we even know that pay.gov will refund us?! Is it automatic, like if you get a rejection message in CEAC, they signal pay.gov to refund it?! Also, how can they reject a payment which got successfully deducted from the account, this means their bank received it, they even confirm it after 3 days. This is total nonsense. In my case, as i mentioned above, i used the same bank account for my wife's DS-160 in January and it did not get rejected, they provide no reason for the rejection...I mean if they reject Chase, then who else has a chance?! This is one of the biggest 3 banks in America. Why can't they admit it's a system issue. 😠
