Yes, it is. It sucks, but at least it is a bit of info on what month/year they are currently scheduling appointments for the IR1/CR1 category who have already become documentarily qualified. 

I know of a couple specifically where the NVC documentarily qualified them in April 2022. They have been contacted by email & have their embassey/consultant appointment in July 2023. The Embassy/Consulate is Lagos Nigeria.

You just have to wait until NVC schedules the interview. I would file "Married-Filing Separately", then amend your 2022 taxes after husband has a SSN.

No.  "At NVC" means it has NOT left NVC.  It will remain there until your case reaches the front of the queue for your consulate.  At that point, NVC will schedule the interview, notify you, THEN send the case to the consulate.
