    1- I don’t see any uniqueness in your case . Being US citizen working overseas will not make you unique ( just another joe ) 
    2- there is no 3rd world country or terrorist country 

    ( a country can’t be terrorist ) a person can be .

    3 - Your GF is looking for a permanent resident Card .it means she must have an intention to reside in the US .
    (Tax or storage unit  doesn’t mean you have ties to US ).

    if you are not willing to move back stateside . It will never work unless you are military personnel on orders which is you are not .

    your question is not clear enough at least to me , anyway k1 process is clear ( you mentioned fiancé )

    but to answer your question about Military orders  ( you mentioned PCS orders  )

     

    service members are either considered Single or Married when joining 

    when Married here is how things work 

     Visit the nearest military ID card issuing facility with the following documentation: NOT all overseas facilities offers enrollment on Deers 

    • Your marriage certificate.
    • Your spouse’s Social Security card.
    • Your spouse’s birth certificate.
    • Your spouse’s current photo identification card.

    THE ONLY document you can bypass is SSN , some deers facility will enroll you temporarily with an Alien number plus 2 ID documents passport and ID

    to my knowledge , only dependents can be on pcs orders

  3. Everyone wants  to expedite the immigration process , the question is

    Do you fall under any category in those criteria because 

     

    expedite request if it meets one or more of the following criteria:

    • Severe financial loss to a company or person, provided that the need for urgent action is not the result of the petitioner’s or applicant’s failure to:
      1. File the benefit request or the expedite request in a reasonable time frame, or
      2. Respond to any requests for additional evidence in a reasonably timely manner;
    • Urgent humanitarian reasons;
    • Compelling U.S. government interests (such as urgent cases for the Department of Defense or DHS, or other public safety or national security interests); or
    • Clear USCIS error.

    if you see yourself in one of them (which is hard ) then you can request  your case to be expedited .

    other than that ,

    are you member of armed forces ? if yes there may be a way as soldiers readiness in n 1 priority in the military ( they consider marital life as a part of creating stress free environment 

    are you a veteran with confirmed and verified disability ? if yes . there may be a way as most veteran need some kind of assistance coping with life after service  

     

    Urgent humanitarian reasons; it means extreme hardship as the law defines it ........not how you feel 

  4. Hi , just FYI

     Her ( the veteran ) assets nobody can go after them but child support . if you were to be in a situation when i864 is effective Only the Veterans affairs or Dfas can access that pension 

     

    to clarify . her income will cover a petition only if she is THE ONE  applying for her immediate family .
