This is an excellent idea. If HR can’t/won’t provide a letter, have him review his insurance company’s policies regarding the addition of a spouse.
Too, he could probably get his insurance company to provide a letter on their policies and timeline to add a spouse to the plan!

Honestly, to be on the safe side and to ensure she has anything/everything they could possibly ask for so you are not told you have to send in documents after the interview which would result in delays, I’d suggest taking a copy of the packet you submitted to file her petition along with all the additional documents they require her to bring to the interview.
