Exactly right that there is no restriction on spousal visas. However, spouses are getting rejections after their interview without a clear explanation.
It seems today a Korean spouse posted that she got her visa, while many others are still sitting with their rejection letters. The main difference might be that she submit a public charge form on her behalf.

Yes all go through administrative procesing but the Seoul embassy seems to be giving rejection letters to all or nearly all spouse interviews. At least that's what's being said on Korean language forums.

According to my Korean spouse, who reads Korean language immigration forums, the US embassy in Seoul has indeed been interviewing spouses of US citizens. However all (or maybe just most) of the spouse-immigrants are being presented with blue letter rejections. They're even told that their interview and documents were all good, however due to "administrative processing" they can not be issued a visa. They're not told when they will be issued a visa, either, I understand it.
Other embassies are issuing visas to spouses of US citizens, yes? So far it seems only the US embassy in Seoul is having this problem.
Can anybody explain why this might be happening (if it is in fact happening as explained above) how long it will continue, or offer any information?

An update from Seoul.
The US embassy in Seoul is now accepting passport renewal appointments, although there is no notice given regarding this on the site. I just got an appointment to renew my little boy's passport in late July.

It might be that spouses who applied for a CR1 or spouses of perm residents are being held up by the executive order. Mainly only spouses over 2 years to US citizens are getting visas issued.. it seems.

Even though there was no any document issue, I got BLUE LETTER.
The interviewer saying , currently my visa application is refused.
He mentioned there's no problem with my interview but they're giving me the blue letter as a part of administration process.
Many people who had the interview around June (CR1 / IR1) are in the same situation currently.
The embassy responded they don''t know when they could issue the visa.
If the time comes, dispatch the passport along with blue letter to the embassy for the visa issuance.
Many people, including me and my husband, are very disappointed and furious at this point.
What was the point of having interview if the embassy wouldn't give visa without specific reason?
Our case is not even under restricted by Trump administration's EO..?
My husband raised the complaint to the congressman and we expect hearing from him hopefully.

Hello, I'm a US citizen waiting for the NVC to finish reviewing my documents to schedule an interview for my Korean wife at the Seoul embassy.
We should stay in touch and share info.
Are you married for over 2 years? Do you know anyone else with this problem? My wife said she's seen many Korean spouses of US citizens online complain about blue letters this summer.

Hey folks, just a note.
I had an I-130 in Nebraska starting September 26th, it was moved to Vermont and it was processed very quickly. Total of only 7.5 months. It was moved to Vermont Feb 23rd 2020, and approved May 12th.
Don't be discouraged if your I-130 was moved to Vermont. It turned out great for me and a lot of other folks on here.

I'm a US citizen petitioning for my Korean wife of 6 years while we're both in Korea. I followed this forum for months and I was grateful for all the information people volunteered so I wanted to volunteer my own experience for anybody else out there reading looking for info.
We used a lawyer in the US to prepare and submit the i-130 & I-129F petitions and we're using the same lawyer to finish the rest of the process (affidavits of support and such).
Our lawyer told us in the beginning it should take at least 10 months to get the petition approved by USCIS, but it took 7.5 months. Then she told us the NVC should take about a month to receive anything and contact us but it took only 2 days. Lastly, I hear that the embassies will be opening in early June. This is excellent for me because I need to return to the US in mid--August and I'm hoping I won't need to leave my wife behind in Korea or if I do then not for long.

My wife got her interview scheduled for September 15. We got notice from the NVC on August 14. She was DQ'ed on July 10. We did not request an expedite. She is a Korean citizen, I'm a US citizen, the interview is in the Seoul Embassy for an IR-1.
