The I-765 will be adjudicated at the NBC. It does not depend on your residence for an EAD based on family-based AOS (I'm assuming that is the case here).
ETA: ~4-7 months on average
You can request an expedite with a job offer and financial hardship. This will still take weeks.
Who is your petitioner? They should be ensuring you are able to survive.
