Since she has a pending case, I was thinking she has a better chance cause she has a good reason to go back home.

No letters, promises, pictures, phone calls, emails from you to anyone will make any difference. The case will be decided on her merits alone.
It’s nice of you to offer to pay for things for your sister but this may hinder her case more than you realize.
Okay. I was just hoping if I can sponsor her to get a tourist Visa. Seems like I'm just going to waste my time. So sad tho, I really wanna spend time with my sister. If I ever I tried , I might just wasting money

Help pls!!!
I'm trying to help my sister from the philippines to get a tourist visa(B2) while she is waiting for her petition to get approve. She is under the category of F2B,(my mom petition her, my mom is a greencard holder). I just checked it's another 9 years of waiting. Her PD is March 2017, Visa bulletin says they are currently working on 2008 cases. She is 23 years old, has a job. I wanted to cover all her expenses for the Visa and while she is in the US. I am a US citizen. I live in Las Vegas. What is the best way to do? Does she have a better chance to get a approve for tourist visa???

So, my sister is 22 years old, work at Greenwich as a cashier. She doesn't make enough money to support herself to come to the US. She didnt finish college either. She doesn't own any property. She has a clean criminal record. She is been to hongkong once. She basically doesn't have any ties to come back to the Philippines. That's what I'm actually scared of that she might get denied .
The main reason that she want to come here in the US, I just gave birth, she wanted to visit me, my mom(live with me) and her nephew.
Question:
1.She is thinking to finish her nursing degree, does it help she get a chance to get approved?
2. If the VO ask her how she'll be able to afford , can she says my sister help her?
I feel like she has a low chance to get her Visa approve.
3. Is it worth to hire an agency in the Philippines to help process the tourist visa?
