Not having a petitionable relationship means the US Embassy does not believe your marriage is a real. The lack of a real marriage means you don't have the required relationship to petition for him.
How did you guys meet?Did you marry on the first visit?
How many time have you visited him?
What was asked in your joint interview? It's extremely rare to have a joint interview. A joint interview is an indication that they think he married you so he can immigrate to the US and it's not a marriage based on love.
We met on Facebook in September of 2017 and we did not marry on my first visit I went there for the first time in January of 2018 ( we did have an engagement ceremony during this visit) and I went back in September 2018 to get married. I have made a total of 4 visits to Ghana.
They mostly focused on how we met on Facebook during the dual interview and his father name.

It would only happen if they somehow denied it in error. Are you sure no one has ever petitioned for him? Sometimes applicants from African countries make the unfortunate error of lying on B visa applications about marital status, believing falsely that saying they are married (when not) will help them get a visitor visa. That may also be what happened.
Have you thought of moving to Ghana?
According to him, he has never been petitioned for or applied for a visitor's visa. And moving to Ghana is not in the cards for me. I take care of my disabled mother and she is not willing to go to Ghana and I am not willing to leave her.

"Petitionable relationship" sounds to me like maybe he is already married to someone else? And maybe that marriage is more of the informal African type, but still legitimate enough to invalidate yours for US immigration purposes?
That's definitely what originally went through mind. But he assured me he has never been married. I'm waiting for the letter from USCIS and will go from there. I'm really just looking for someone in a similar case as mine that received an approval after responding to the NOIR

Hello, I'm looking for a little hope. Has anyone else petition been sent back to USCIS from the Embassy with recommendation to revoke and later got approved.
I filed for my husband in December 2018. Our petition was approved April 2019 and had his initial interview in September 2019 and was placed into AP. We then had a dual interview (via phone for me and in person for him) in January 2020. We finally heard back December 2020 that our petition would be returned to USCIS with recommendation to revoke because we do not have a petitionable relationship (whatever that means). My husband is from Ghana and it's hard to find any happy ending.

Natalie, have you heard anything back from the embassy yet? We heard nothing since our 2nd interview early December 2019 and placed back in AP.
No, nothing. We are still in AP. I send an email to the embassy every other friday and receive the same reply.

Hello, I don't want to cause you any stress but I think it's a big deal.
We made the same mistake but we didn't notice it until our second interview.
We have been in AP for 7 months with no idea how much longer it will last, espeically with this pandemic.
Everyone case is different but at our second interview the person that interviewed my Husband really drilled him about his fathers name.
I really hope someone tells you if your marriage license can be amended. Good Luck

No I didn’t have to book the first appointment. Got a email with appointment date.
Ok .. I'm pretty sure once they have reviewed the additional documents they asked you guys to submit, someone from the Embassy will email with the next step, rather that's to schedule a second interview or drop his passport off at DHL

Has anyone been asked to submit documentation via DHL then asked to schedule a second interview? When i try to get the interview it says no appointments available at this time. Anyone know when they schedule interviews for Accra for 221g?
My husband and I had a second interview last month but we received the interview date via email. Did you have to schedule your first interview?

hello, please did the embassy send you an official letter by post after they emailed the interview date?( I mean did they send a hard copy of the letter by post to the principal applicant?)
No. All of my correspondents from the Embassy has been via email. The last time I received snail mail was at the USCIS level.

We were DQ on 7/2/19 and received our interview date on 8/22/19 (9/26/19, interview date). Hope this helps

Thanks @Philus Any news with your case?

Update*
On November 29th, we received an email informing us of a second interview date December 23rd. They will do an interview via phone with me (the petitioner) and my husband will interview in person at the same time. I will let you guys know if my husband will finally be coming home to me.

It’s very difficult to tell what a Co is looking for or thinking at a particular time
-has any of u been married b4 ?
... hopefully u won’t be in AP for long
sometimes it might not be the evidences but smthn else
we pray this won’t take long n he’s called to drop off his passport after their checks
I was married before, divorced for over 10 years .. neither one of us have children ..

Then there’s something they not convinced about so they have to do more checks on their side and if they satisfied ur hubby will be called or emailed with further instructions
It's that part that I don't understand, them not being convinced .. I front loaded and side loaded my case .. We had flight information from all 3 trips, affidavits from 2 people from his side and 2 people from my side, chats and pictures and a breakdown of our timeline .. I just don't get it .. Thanks

No the Co doesn’t look at ur priority date n spousal visas don’t become current , they always available so ur priority date doesn’t matter here
when was the interview because everyone goes through AP after the interview
I was in AP for 8working days before I was finally issued at the Ghana 🇬🇭 embassy n it took exactly a month for me to get my passport bck after my interview
His interview was September 26 .. and they did not keep his passport .. just AP with no additonal requested documentation
-
Does anyone know if the CO looks at your priority date at the time of your interview?
I'm asking because my husband had his interview on September 26 and was put into AP.
Our service center was California and our priority date (December 14, 2018) just now became current.
I'm just brain storming since we weren't given a reason for being put into AP and no other documents have been requested

Your petition was approved but has she had her interview yet?

As for me, we did not get the white slip at all. Just given back the passport with no paper and told expect a call shortly adter being told everything looks good. After emailing to inquire they said they will call us very soon and info is required. No call. Still emailing. Very frustrating as no one knows. Yes each case if different. No two are ever alike.
How long have you been waiting so far

And yes, not everybody gets a 221(g) slip.
What is OP's

Everyone goes through AP and I concur with @geowrian.
I understand everyone goes into AP but they did not take his passport. They just kept our original marriage license and his original birth certificate

My husband had his interview yesterday in Ghana. The CO asked the normal questions. Then she left and came back with the white slip that simply had administrative processing selected at the bottom. She did not ask for any other documents but she keep our original marriage license and his original birth certificate. I called my Texas State Senator and was told there was nothing that can be done except wait. Please advise
