I had this exact issue literally 3 days ago when NVC sent us the visa creation emails. I have a sister too and we both got our emails the same day. I am covered by CSPA and she is 19 years old. We could pay for her fees but not mine. I filled the online asknvc form for CSPA review and called them along with contacting my congressman to speed up the process. They fixed it in less than 48 hours and I am now F22 and payed the fees.
You can still call them, you don't need to make an official inquiry. People call all the time, they may or may not have information for you but you'll never know unless you ask. Up to you.
