Hi I submitted in Japan and it was sent to Nebraska too.
Our case was also outside normal. We got same message that they’re reviewing the case. Fortunately(??), after 2weeks I got approved!
I think you should call NVC it is a real pain in the ### but I guess it is the only option you have. Ah, or send a mail/email to senators.
