She decided to leave him and went back to Haiti before AP, She then begged him to come back even though she left before AP. Well, while she was gone he received her AP and took it to her in Haiti and she came back into the US without issue.
This is really not a story your friend should recount given that’s… very generously lets call it questionably legal.

Green Card holders need an eTA (basically the Canadian equivalent to an ETSA) but not a visa to enter Canada as a visitor.

Get a K1. It will allow you to do the thing you planned to do anyway (though it may mess up the timing).

Until very recently it was five years (except in some special circumstances), but the law was changed *and* the old law was ruled unconstitutional this year. Canadian citizens living abroad can vote in federal elections (only federal election, not provincial, territorial or local elections) indefinitely as long as they have lived in Canada at some point in their life.
It is too late to request an absentee ballot for this year, however. The only way to vote for OP at this point would be to physically go to Canada to cast a ballot.

I actually saw a same day ceremony in the waiting room. Was pretty surprised by it.

If you were born a US citizen shouldn’t you have a US tax return for the years where you worked in the Philippines? Did you just not make enough income to have to file?
