yes, you weren't suppose to send the i864 with the i130, the i130 is sent to a USCIS service center
the i864 and the other forms, payments and documents are sent to the NVC, two different centers
first you have to pay the $120 for the affidavit of support, then send it to where the nvc indicates it on the steps you have to take, along with the financial evidence
you will have to send it again when the time comes
