You have to keep calling and calling and calling without giving up. Eventually you’ll hear a different automated message than the one you’ve been hearing. You have to listen carefully.
 
 I think i dialed and hung up 50+ times in a session just to get put on a 45 minute hold so I could talk to them. 

Nope...it's essentially a black box what criteria USCIS uses to assign cases to a service center. For all intents and purposes, it's a (weighted) random shot of any particular service center.
