    As @cyberfx1024 mentions to get a waiver for meeting is like finding hens teeth (exceptionally rare). For religious reasons showing that your religious customs prevent you from meeting even in the presence of others or for medical reasons showing that you cannot travel to meet her (even in a third country traveling by land or other none flying mode that can accommodate your illness) or that she cannot travel to meet you (multiple attempts at US or other country visas).

    I don't want to burst your bubble or come off as insensitive, but the visa process is not cheap nor is it fast.
     
    The two options for those who intend to marry are the CR1/IR1 and the K1. The CR1 requires you to get married, and then you petition for your spouse to come to the US. The K1 requires you only to be engaged and you petition to bring your fiancé here with the intention of legally marrying within 90 days of their entry. I tell everyone with the question you have - take the time and effort to extensively research both options VERY WELL so that you both understand the process, the requirements, the circumstances, and the consequences. For example - on the K1, the beneficiary is unable to immediately work or leave the country once they arrive, unless they submit a work permit and/or Advanced Parole application, which still takes a few months to be approved. Make sure you BOTH understand all of the details so you are aware of what your deal breakers are, and what they are for your partner.
     
    If you don't meet the financial requirements independently, there are options for having a co-sponsor - basically someone who will assist with financially supporting your non-USC partner.
     
    As others have said, you are also required to have met in person within the last 2 years. You are required to provide sufficient evidence of your relationship, including any visits either way. Again - something to research so you're aware of the requirements and evidence that will be needed. It's important to do this before you even submit any petition, as none of the fees you pay along the way are refundable regardless of outcome.
