The I-130 for the spouse of an LPR appears to be taking 12-18 months to process the last time I checked. It's not uncommon to not hear anything back during this period...they will notify you once they need more information (RFE), approve it (NOA2), or deny it.
That said, the case can't proceed even after approval of the I-130 until the PD is current, which is taking about 24 months currently.

If the VB moves forward they will be forced to start again. There was one post on Facebook from a September filer, who said he was approved. We still need to see more approved cases to have confirmed that they started again!
