I finally got the update, .
8/21/2019: I received the notification from USCIS saying that the new card was being ordered.
8/22/2019: Notice that they approved my case
8/23/2019: Notice that they have mailed my card

No. Nothing has changed from the beginning. Old site still says "cannot provide your information". New site is still "Case received" status. I've been checking every day like others who have the exactly the same situation as mine.

I think you are right. Hope I can collect all the necessary forms for Tax 2017 and get the transcript ASAP.
