Ok just got a call back from a very nice tier 2 officer (last name Lopez), he gave me more information than most of the tier 2 officers I've spoken with and was very sympathetic to our situation. I'll summarize as completely as possible: 
 
- Not to worry, no cases around our time were sent to a "california visa center" (don't think there is such a thing, he said he thought the person here who quoted that may have been referring to the California service center by mistake
- For my case at least (and most likely all others around my approval time NOA2 Nov 2), the I-129F is still sitting at CSC- it has not been mailed yet
- He said in the system he can see that it has cleared all steps at CSC, and is only waiting to be mailed
- He said while this wait time of 6+ weeks is unusually long, we are all in the same boat, and it is the average time for the time being
- He said he believes that the petitions should arrive at NVC before the holidays
- He also issued a request to CSC to actually send the petitions to NVC
- He said to not worry about petitions expiring, because CSC will issue another approval with a later date if a petition is close to expiring due to slowdowns/backlogs on their end. He said he doesn't anticipate this happening though, and that all of ours should arrive at NVC before this happens.

Hope this is helpful to anyone else in the same boat. I'm going to cool it on calling NVC every day probably until next week. Since all of our petitions are just sitting at CSC, it's not of any use to keep bugging NVC and keep getting the same answer. I"ll probably try again on Monday just to see if it arrived, but am still not going to get my hopes up.

So after making several calls to USCIS we finally have been able to  get more informations about our case. it has been sent to the wrong address!!! 😱 The lady we talked to said they sent our  case weeks ago to 
California visa center:
24000 azila road 2nd floor road 2312 laguna niguel, CA 92677. 
We called NVC  which confirmed its not the right address.  So we called USCIS again and they said we have to go to the local center and tell them about the problem to get it fixed.  
So that sounds like a better explanation of why after 6week nvc still has not received our cases.   Im jst guessing it must be the case for the others too since they send cases by bunches( wouldn't hurt to call to figure out) . 
Please does anyone have anything to share about similar situation?

That just doesn't make any sense 

Hey everyone, I called the NVC today and got some good news (not sure if they're true of if she just wanted to get rid of me lol). The lady said they received petitions from CSC this week but it can take them up to 2 weeks to process and generate a new case number. So she said my petition may be in the pile waiting to be processed, she doesn't have the information in the system yet. She asked me to call in a week, but of course I'm calling tomorrow. lol
I just wanted to give that news for all of you waiting from the NVC. Hopefully we'll hear something soon.
 
We contacted Congressman this week and heard back that it can take up to 4 weeks for NVC to clarify to them what happened to our petition. So I think at this point all we can do is wait (and keep calling to the NVC lol).

We've just got our NOA2 hard copy
online approval notice - December 6
hard copy approval - December 5
 
I have a strong feeling a lot of filers should expect their hard copies these days without online update. I guess if my fiancé hadn't called we would have got the hard copy only.

Omg! It's midnight here, just got home from work with NOA2 in the mail! No update on the USCIS website, no email alert, never showed up on the scans! Notice date is 12/04/17! I'm so excited and surprised. I feel like it's happening, finally, for the rest of us! 
May 22 filer here. Good luck to all of you! 

For those waiting on an NVC Received, there was an Oct 25 NOA2/ Dec 5 NVC Received entry on VJ, 12 hours ago. Exactly 6 weeks, but my point is that this presumably means a ’batch’ of late October NOA2s were recently delivered to NVC.

Nope nothing from NVC, They claim USCIS hasn't even sent the case to them yet. But when I emailed them at NVCResearch, they said they would work with USCIS to make sure my case is moving forward. I really hope they are.

my 6th weeeeeeeeeeeeks today and still have nothing from nvc. i called them and they said the same thing. now i just sent my email with my noa2

42 days is 6 weeks huh? 6x7 days? I'm looking forward to reading about what nvc will do once @K-1Applicant2017 calls . Probably like @Naes said...two more weeks to find the noa2 in order to assign a case#.
