My mom is applying for US Citizenship this year, she was planning to petition my younger brother who is under 18 years old. Can she file for his petition now while she’s a permanent resident or is it better to wait to file for his petition when she my mom become a US Citizenship?

Hello everyone, My mom is a permanent resident and just waiting for her us citizenship. My question is, Can my mom petition her biological daughter that was not legally adopted when she was young. She wanted to bring my sister in the US but her last name wasn’t the same as my mom because she was adopted but not legally of my cousin. Can anyone here give us advice. Thank you.
