I think I got CC but I need to call at 9:00PM to confirm.
 
My first SD is Nov 22 2017 then I realized I typed my wife's DOB wrong on the AOS. Instead of 09/13/1993, I typed 09/13/2017. I think it was caused by the form date picker. Anyway, I submitted another form quickly when I found out and the second scan date was Dec, 11 2017.
 
My status changed today to at NVC and my AOS went away so I think I got CC but I will confirm and update you guys at 9:00PM EST

I never got a checklist. I just found the error and fixed it myself. Also, I have called to confirm CC.

Wow! My approval was 10/25/2017 Potomac as well but NVC does not have my file yet. Good for you. I will keep calling

Yes! Only if the beneficiary is in the United States and they are an immediate relative where a visa number is readily available.

I still stand by my instinct that they have slowed down due to the start of the new form. It probably came with a new set of procedures that the adjudicators need to be trained on. 
 
Because Potomac has statistically stopped processing cases.

I am not sure if anyone has been paying attention but Potomac has all of a sudden slowed down. I have not seen any case approved that was filed after 4/28/17. Coincidentally, that was the date they started using the new I-130 and I-130a.
 
I think they are changing their review process that is why they have slowed all of a sudden. At least from what I have seen so far, no one has been approved that used the new form.
 
Please let me know if this observation is wrong and you know someone who got approved using the new i-130 and i-130a.
