I understand how frustrating the whole process is. Your ability to make plans for the immediate future are contingent on a system that doesn't give you any answers--it feels really disrespectful at times, considering that you probably have your life on hold waiting for this to go through.
I'm wondering if the government has a system in place that prioritizes certain countries or puts caps on the numbers of visas issued during a given time period based on the volume from each country. Just a guess--I could be off base on that idea. Did you see this page that lists how many visas are pending and how many have been issued per country? The NOA2 letter says you should get an answer within 30 days, so if you call on the 19th of June and still get silence then maybe check out an immigration attorney.
