It will be sent to her in Taiwan. However, this is an oppotunity to put your lawyer to work.
Have your lawyer complete all of the P3 forms ahead of time, so that you will have everything ready to send when you receive P3. Since the forms are fillable PDFs, the lawyer can complete them and then email the I-134 to you, and all other forms to your fiancee. You just need to get the I-134 notarized and then send it to your fiancee. As soon as P3 arrives, you will then have everything ready.
Saves some hassle. Might as well get your money's worth.

Although I am not familiar with the process in India, I would bet that this is BS. We have a similar thing going on here in China. Either the police are too lazy to do it, or they are hinting at a "fee".
In China we need an employer letter in order to get the police report. We are having a hard time getting the employer letter because many businesses skirt tax laws (or other laws) and are afraid of being exposed, so they refuse to get involved. Or, they are just too lazy to do it and want some money in exchange.
As kpathak says, sometimes there are agencies that need clearance quickly (like travel and visa agencies). For a fee, they might be willing to use their connections to help you.

If your dad will sponsor, you will both need to complete an I-134 form and supply the needed evidence for income.
The evidence they need will be the following:
1.) Pay stubs from the last six months
2.) A transcript copy (free copy) of the most recent tax return from the IRS.
3.) Letter from an employer stating the particulars of employment (date started, position, salary, etc).
You can get the pay stubs from your employer when you request the employment letter.
The IRS tax transcript is available for free. You just need to call the IRS and order it. It takes about 10 days (within the US) to receive it.

You will receive a decision on your petition soon! They are indicating that they have received your RFE response, and they are saying that they have all information necessary to make a decision on your case.
This is a good thing. Keep checking your mail!

I agree with tamara. You should read the guides and get familiar with the K-1 process first.
Once you have read the guides, then you should use the search functionality to search the forums for information that may be unclear/unusual about your case. If you still can't find an answer after all of that, then start a new thread and ask someone else.
Just trying to save you some time and headaches.

Anyway, I don't think you will need to get a police report from Korea because they are only available in-person. You cannot obtain them from outside of Korea.

The papers will vary somewhat depending on the country. I suggest you try searching for this is the forum postings. This question has been asked and answered many times here already.

The website status will not change, and it will not show NVC activity.
Here is what you can do:
A couple of weeks after your NOA2 date, call the NVC at 603 334-0700. The NVC will tell you whether or not they have received your case. If they have receieved it, they will be able to tell you the receipt date and your new case number over the phone.
Once the NVC completes it's processing, you will receive an official notice in the mail from the NVC. This notice confirms that your case is leaving the US bound for Morocco.
Our case took about 2 weeks to get from the USCIS to the NVC. It then took about 1 week for NVC to finish processing. Times can vary, but it usually doesn't take long to go through NVC.

Just to be more clear.... You will not receive a written notice when the NVC receives your case. You will only receive a written notice when it leaves the NVC. So, you will have to call the NVC to find out if they received your case.

You don't really need actual pay check stubs if you can't get them. But, you should provide some record of payment that shows he is getting paid regularly.
His company's HR or finance department should be able to provide record of salary payments, even if they use direct deposit. Just have them print out those records, and then have the HR/finance person sign and date them.
That will be good enough as long as you supply the employment letter along with it.

I think this is strange, but I'm not that familiar with K-3 so I can't say whether this is entirely out of the ordinary.
If it has an interview date enclosed, then it should be packet 4. I would just follow whatever instructions they provided with the packet. If it says to come to the interview and bring these papers, then just do that.

Good news! We don't have any complaints about NVC either. They handled our case in a timely manner, and they supplied all information when we called. It would be nice if rest of the process was that good!

Not to beat a dead horse, but just to make one point more clear...
You can come to the US and marry on a tourist visa. HOWEVER, if you later try to file for a green card/residency you will be found guilty of visa fraud and your green card/residency will be denied. Unless you can provide mountains of evidence that you had no intention to marry when you came to the US as a tourist, you are asking for trouble.
Read the K-1 guides and follow them. Doing the process the right way will keep you out of trouble in the future.

My fiancee is German and we live together in China, so our case may be even more gonzo than yours.
You can easily file your K-1 while you are living in another country, but there are some stipulations:
1.) You will need to have a mailing address in the US. Your parent's address will work just fine.
2.) You cannot permantly move back to the US during the K-1 process. You must maintain an address in Sweden, and plan to be in Sweden for the consular processing.
3.) As others have said, the purpose of the K-1 is to bring your fiance to the US for the purpose of marriage and possible immigration. If he plans on getting a green card/residency once you're are married, you will need to file immediately and spend at least 6 months per year in the US until the green card/residency is issued.
I understand that you want to live in Sweden, but you also have to think about the future a bit while doing this process. By getting married and then forfeiting the chance to get a green card/residency, you are hurting your chances of getting these items in the future should you need them for any reason. That would mean that your then husband could only enter the US as a visitor.
I would suggest pursuing a DCF. Another option would be just to get married in Sweden, and then if you decide to leave Sweden later on, you can apply for the K-3 visa. But even on K-3, the purpose is for your husband to gain residency. If you don't want to stay long enough to gain residency, then the K-3 is also not going to work for you.

I don't know about the cenomar or nbi clearance.
The police reports will depend on the consulate. Some consulates say that police reports are good for one year, while others say they are only good for 6 months (unless it has a specific expiry date printed on it). Not sure about Manila. Couldn't find this information on their site. You will probably have to get your Thailand police report again since it would be over 1 year old at the time of your interview.

There are 5 major items that you will receive during the process:
#1: NOA1 letter (sent by USCIS) - Petitioner will get this in the mail. It just states that your case has been officially received, and that processing has started.
#2: NOA2 letter (sent by USCIS) - Petitioner will get this in the mail. It states that your case was approved by the USCIS, and that it will be forwarded to the National Visa Center (NVC).
#3: NVC letter (sent by NVC) - Petitioner will get this in the mail. This letter states that NVC processing is complete, and that your case will be forwarded to the consulate in India.
#4: Packet 3 (sent by consulate) - Beneficiary will get this in the mail. It includes forms that need to completed and returned to the consulate. It also contains information about some items that you need to gather for the interview process.
#5: Packet 4 (sent by consulate) - Beneficiary will get this in the mail. It will contain a letter that shows your fiance(e)'s official visa interview date. It will also contain forms and information for the medical exam, and information about other items that you will need to gather for the interview.
The petitioner may also receive a RFE (request for evidence) in the mail sometime before the NOA2 letter, but you will only get this if something is wrong or missing on your petition.
The consular items above may differ slightly depending on the country, but hopefully this will clarify the process a bit for you. There are lots of people going through the India consulate, so you may want to search their posts for India specific details.

Good luck to you!!
Some friends of mine had their interview recently in Guangzhou. Just so you are prepared, everyone's interview is scheduled for 7:15am. She will have to go into a big waiting room at 7:15 with everyone else that has an interview that day. Then they will begin calling names. She will just have to wait until her name is called. It could be a while. It took our friend over 4 hours for her name to be called.
