The background checks are pretty much a black box. Some of them (i.e. the FBI) don't disclose what is involved in the process. So, nobody can say for sure what impacts how long they take. That said, I would assume any foreign residency would be checked for red flags (i.e. arrests & nature of the crime, etc.).

All cases are treated equally, with the exception being a case that has requested, and been approved for, an expedite by the petitioner.

Hi Guys, receive paper copy of NOA2, four days from email notification. It says that they already send paper work to NVC. So far all good.

Fil2usa Visa Services
March 26, 2013 · USCIS California service center closed due to "plumbing issues". Maybe they were using the K1 visa petitions as tissue paper, they sure haven't been working on them.
USCIS California Service Center Closed Due to Plumbing Issues
On Monday, March 25, 2013, some customers were notified of delivery delays to the USCIS California Service Center (CSC). The delays were the result of a temporary closure of CSC due to plumbing issues. The CSC will remain closed on Tuesday, March, 26, 2013. Deliveries will resume once CSC reopens. We are continuing to monitor the situation and will provide updates as they become available.

Wow, spot-on!
...psssst! Can you see what I'm typing too?
Edit: Scan is still running, but the majority of cases expected to be touched have been so by now. It was a slower day compared to the rest of the week, but still decent progress.

A Washington State Federal judge in Seattle just agreed to a nationwide temporary halt to the immigration ban, holy #######!
"The order will remain in place until U.S. District Court Senior Judge James L. Robart considers a lawsuit challenging key provisions of the president’s order as illegal and unconstitutional. If the lawsuit prevails, President Trump's executive order would be permanently invalidated nationwide.
Robart was nominated to the court by President George W. Bush in 2003.
Robart ruled against government lawyers' claims that the states of Washington and Minnesota did not have the standing to challenge Trump's order and said they showed their case was likely to succeed.
"The state has met its burden in demonstrating immediate and irreparable injury," Robart said.
He said the ruling means Trump's executive order cannot be carried out and that people in the seven affected countries can now come to the United States.
"This decision shuts down the executive order immediately."

In my little bit of experience, there is always traffic in Manila.
But if there's beer and sizzling sisig, I suppose it's all good.

I was once told "If you want to be happy, marry a filipina". Two years later, I I took the first step to do just that.

For those interested you might find the attached interesting on the beneficiary countries. I think Filipinos make up 20% of all applications.

No problem!
Currently, I keep it on the list. I've seen a small handful of cases where an approved application is later updated (withdrawn or revoked), so I decided not to push the tail further up. I also like the idea of having the same data domain over a period of time. But yes, I've certainly considered dropping the approvals and rotating the new ones on there. There just hasn't been any kind of significant movement past 11/15, let alone 12/1, to actually get a benefit out of replacing the old cases with some new ones. This will likely change as we get closer to Dec. cases being processed.
Thanks for the thoughtful feedback!

Yeah that would be nice MzLadyQ, I've already conceded that I will end up going down with the ship here.
At this point I'm rooting for Nowrya. They have no RFE and are waiting longer than any of us who have been active on this thread.
