Is there anyone out there who has filed a DCF here in South Africa? Please help as everyone that I speak to at the Embassy is giving me different answers.

I don't know what questions you are aksing at the Embassy --- maybe you are asking the wrong people, or the wrong question. Have you read the DCF Guide yet? I highly recommend that you do.

We are getting married here in South Africa, and don't know whether my fiance needs to be a resident here or if we can just go and apply at the US Embassy while he is out here for 3 weeks?
