Because mine is the same for DS260.

mostly the issue online with the iv fee was that either like me they paid by mail a long time ago and it won't switch to paid or when you went to click pay now it said 0.00, if when you click on pay now it says 325.00 go ahead and pay it . I just decided to pay online (the second time now counting the first by mail) and it switched finally to in process and the money just got pulled and is a pending transaction from my bank account this morning . Paid mine yesterday morning .

yes, in fact most folk send them together these days.

on a pc? click the link in my sig area, study study study, as it contains the current NVC processing stuff.

a pointed example -

you paid the AOS fee on 2015-03-11 -

you could have printed out the AOS coverpage a few days later,

then sent out ALL of the AOS/IV stuff together then, not waiting on IV fee payment event at all.

My DS261 is already reviewed,I have paid DS260 fees by mail.

But still it shows not paid,due to technical reason.

Well I'm still waiting for my IV fee to be invoiced and it's been a while. I dont want to send it by mail, i rather wait and pay online. It looks like this might still be an issue with the website, including your DS-260. Have you called NVC? If so, what did they say?

Before a year,I was refused for Student visa.

Now,what to mention in DS-260 form?means,in Question like:Have you ever been refused US visa?YES/NO?

What to mention,I am confused about this.

Fortunately I was connected to NVC after many tries this afternoon around 3:30pm. After about one hour holding, I was directed to a rep. The rep told me that NVC is aware of the system problems and working on fixing it. She said fixing the system errors will take a few days, but was unable to give me any specific time line. I asked her whether I shall go to pay with a cash check, but I was told it will be subject to myself. But even IV was paid via cash check, still cannot fill DS-260 form before the system errors are resolved. DS-260 has to be filled on line. So just wait for more days.

Same like you,we are waiting for IV Fees Payment through online.

I think,so many people have stucked here.

We paid AOS fee and submitted AOS packet long time ago.

Have been checking https://ceac.state.gov/IV/Login.aspx
and still no signs of IV invoice bill being issued,
so we are basically stuck.

My husband just called the NVC (again) today,
and finally the lady admitted that there are some technical problems with the online system
and that NO ONE knows when it will be fixed.

Now we have to mail the cashier check by post,
(which could have been done ages ago if we had known)
and she said it would take up to 15 days to have it registered,
AND that you could NOT even know if it's registered online,
so you would have to CALL NVC everyday just to check
(and it may take up to an hour to reach a human being each time)

Now I wonder if there's anybody here is actually on the same boat/ has gone through this?
Much appreciated if anyone can share the experiences and/or provide some advice here

Correct, I called NVC today because I also got the same email as you but I couldn't pay the IV Fee.

NVC said to wait 2-3 days and the option to pay will appear.

Ooh....after email invoice you have to wait 2-3 days. It should be unlocked by tomorrow or early next week.

If you're USC and sponsoring your spouse priority date doesn't concern you.

NVC emailed me,IV FEES INVOICE & CHECKLIST.But,on NVC website that is,http://nvc.state.gov/fee.It does not show any option for IV Fees payment.
