Really pretty simple -- if you are married ANYWHERE in the world, it is recognized in the US and you MUST use a Cr-1 / IR-1 visa to enter the US. The K-1 is valid ONLY If you are not married anywhere in the world. So if you get married legally in Colombia, the K-1 is no longer valid and you MUST start over with a CR-1 -- more time, more money down the drain.
K-1 is specifically to get married in the US -- not in addition to somewhere else, but solely in the US.

From the time I mailed in our RFE paperwork (April 9) to the time we got electronic notification of our NOA2 (April 21) was only 12 days. This was at CSC, but I assume that TSC would be very similar, as it seems that at this point the case has already been assigned to a particular caseworker and is just waiting on their desk for your reply. I also received an electronic notification when they received my RFE back in the mail (April 13) and my case status online showed that they received it and that my case was active again.
