That would just be apples and oranges. Every situation is unique, and a lot depends on who is reading and evaluating your petition.
Sorry, but that is just the way it is.
I know people do not want to hear it, but there is no secret ingredient or magic spell.

I have been receiving a lot of messages lately from people thinking that I have some way to help them with their DCF filing. I have been receiving messages from people all over the globe.
I wish I had something to tell you, other than what I originally posted. (I can't even find my original post on here...)
All I did was write in and explain my circumstances, and then pray a lot. Every situation is unique, and if you feel that your situation qualifies as "exceptional circumstances" then I encourage you to write in and explain fully.
That is all I did, no magic bullet, no insider contacts or secret information.
I truly wish I could help, but I don't know anything more than you do. Keep in mind, that "I miss my family" and "I have a job offer" are not going to be accepted. Those are not exceptional circumstances. They may feel that way to the one going through it, but to a government official, that is an everyday thing.

OK, obviously I did not know about that.
So the question I still have is - without that in place - how will we be notified?

We sent the packet for my husband in yesterday. I read about everyone getting their NOA quickly - where do they send it? Is it sent via email?
We do not have an "online account" with USCIS - not aware or notified that we need one - is this where people are finding this out so quickly?
If so, how do they notify you if you do not have an online account?

A mistake? Well, if the letter is a mistake, then I am filing too soon as well - the 90 day window is based on that date, right? So if I use the date on the letter, then I am eligible to file as of Sept 17. If I use the date on the Green Card, then the 90 day window opens October 15.

Actually, my husband and I did DCF from Canada in 2014.
NO dying or near dying required.
There are a number of other things that qualify for "exceptional circumstances".

We received a reminder to file the I 751 in the mail, it says that he "entered the US as a PR on 12/17/2014. Actually, we were in Canada at the time, and that was the date of his interview at the Consulate in Montreal. We did the "drive around the flagpole" thing in mid January, and his Green Card reflects THAT date.
So when filling out the I 751 form, it asks for all the addresses we have lived at since he became a PR. Which date do we use?

I tried again - it let me cut and paste it in, but it would not let me type it in...odd - but it's in there now!

Thanks, I tried that. Our PO Box has the number as well as the street address of the Post Office. I try to fill in both and I just get beeps...the cursor won't even move.

I am filling in the pdf form, and want to use our PO box as the mailing address (horrible mail service at our townhouse complex)
The pdf form will only allow letters in the first box (in care of) and only allow up to 4 numbers in the "apartment or suite" box.
So do I just leave it blank, and then fill it in by hand when I print it?
I KNOW that other people use PO boxes for this stuff - how did you fill in the forms?

I only started this post to get people to stop sending me this huge volume of private messages.
I can't help you.
Write your application, explain your situation to the best of your ability, and hope for the best. That is all I did.
I certainly hope that everyone has the best of luck with their individual, unique situation.
