  1. I share your frustration. I am experiencing the same problems with every call to US traveldocs. The representatives place me on hold in every situation, several times during each call. I really never get a direct or accurate reply.The website is awful with technical issues abounding. I wish they were held accountable to the same standard that we are. There is so much at stake here

    I am at a loss on how to bypass the issues since the Embassy is "insulated" with Ustraveldocs as the intermediary.

    My only hope is to sturdy the DOS information and do my best.

  2. This follows my reading of a similar posting "Am I registered or not?"

    This is not a rant- i have legitimate comments/questions. Good News- Interview letter was received scheduled for May 20, 2015 in Guangzhou.

    BUT - I thought everything was going according to schedule with our EP CR1 Immigrant Visa for my Chinese wife with all fees paid ($325.00 immigrant visa fee and $120 AOS Fee) . Visa fee cannot be paid until after the interview. All documents in order... and then NVC finished their work and I received a P4 Interview letter via e-mail, nothing called P-3.

    I seem to have fallen into a black hole of miscommunication, misinformation and unreliable technology since this Interview Letter was received. My confidence level has plummeted. Still we press on doing what "seems right".

    I reviewed the P4 letter and reviewed all links from DOS and UStraveldocs, in addition to VJ and Candle for Love. I printed and reviewed DOS Immigrant Visa Instructions specific to Guangzhou (is that P-3?)

    Medical exam is scheduled for May 14 in Guangzhou.

    I registered at CGI/UStraveldocs.

    A profile was established at CGI-US traveldocs and pickup location was selected for the Visa and Passport. I received a transaction confirmation for the "Pickup" document delivery location.

    My Dilemna- Since then,:

    1. The UStraveldocs dashboard only shows limited information in the boxes. There is a profile and visa location and type info and not much more.

    2.Appointment date- "There is no interview appointment date scheduled" noted on the dashboard and I am constantly directed by prompts to make an appointment. NVC made the interview appointment before passing the torch. The CGI Traveldocs rep could not / would not confirm the appointment date. Instead I was advised to send an e-mail inquiry to Support-china@ustraveldocs.com. I sent the e-mail today and received an acknowledgement but no other reply regarding the interview date. But needless to say I am furious with the lack of communication. This is my third call to CGI/Travel docs within the past week.

    Regarding the interview appointment date- the last word from CGI was "don't worry about it" since I have a P4 letter. Not re-assuring if it does not display on their system since they are the last step before facing the Consulate.

    Who really knows what is going on there. Where can i get a straight answer?

    3.Document Delivery Location- "No location selected" on the dashboard but I have received a Transaction Confirmation with delivery type and location noted. I spoke with a CGI/Travel docs representative today about the pickup location which is in their records but not on the dashboard. Is this normal?

    4. I am not one to "assume": anything during this process and have difficulty believing any comments or instruction from CGI Ustraveldocs at this point without confirming correspondence or electronic notation on the dashboard. This is not an easy process but it has gone from difficult to ridiculous at such a late and critical stage. Again, Do I have any other resource for reliable information?

    5. My attitude is good and hopes are high but... what next? The rules seem to change frequently so what was right or normal last month is pre-empted by a new set of rules or procedures. Alas- "This too shall pass" is my only consoling self-advice.

  3. I know Guangzhou China has become a two step process. When you go to give your biometrics the beneficiary can request a chinese speaking CO then. Check the US consulate site for the city where the interview will occur and see if they have anything under the visa page. You can call them also and explain the situation (making it known that you both speak a common language). If nothing else, that will establish a record at the consulate that you can communicate with each other easily :thumbs:

    First of all, I realize this post is four years old, and it was recommended that the posting should be moved to US Embassy/Consulate Forum. I checked the Sub-forum and no specific discussion was noted. NVC has our case going on 80 days with review and case closure pending. US Embassy assigned is Guangzhou, China

    That being said; I have two questions and read of varying opinions on both subjects.:

    1. Will a translator be available and provided at the interview for my Chinese speaking wife? She speaks only limited English.

    2. Can I attend the interview?

  4. Thank you for the reply. I also read about the customs delay if sent by mail. I have been researching and preparing for months. I am on track to send by EP and will do so.

    There seems to be an abundance of advice and changes on a frequent basis from NVC. They are good people and a necessary step in the process, but jeesh, well... never mind. Stay on track, Stay on track. Focus focus.

  5. EP seemed to be the great time saver for those filing CR1 with Chinese spouses.

    I made one final call to NVC before submitting my financial and I / V packages by EP to clarify a detail. The NVC agent asked if I intended to submit via EP (which I planned to) or by mail. The agent offered that if submitted by mail, NVC would make the interview appointment. If submitted by EP, the Embassy would set the interview appointment, and that the Embassy was now taking much longer (as much as 6 month delay) to set the appointment than if done so by NVC . Another wrinkle in the process.

  6. I was reviewing the Document Cover Sheet in preparation for EP submission of documents to NVC. I have all of my documents in order for both the I-864 and the IV packages, but I am at a loss as to where to position the Evidence of Relationship (and how much) in the package. The Document Cover Sheet instructions clearly state "When you send your documents to us, place them in the order shown below."

    Proof of relationship is listed under the Financial Documents heading. So I will follow the directions and do so.

    I have collected the following items for proof of relationship:

    • Marriage certificate (which is also listed under Supporting Documents)
    • itinerary for air and train travel to visit my wife and tour with her
    • e-mails and telephone logs
    • Affidavits from family and friends for bonafide marriage relationship.
    • Financial- money transfers to my overseas wife
    • photographs of wedding, family gathering and sight-seeing together (There is a document "photographs" under Supporting Documents) or is that only for the passport photos?

    All of this is available to submit, but as I understand each file size must be under 5MB. I-864 package and IV package will go as two separate e-mails on the same day. However, to confuse me even more:The NVC agent said during my contact of last week, that I-864 and IV packages should all be combined in one e-mail and sent now to avoid delay in processing. The electronic file will be huge if combined. My I-864 invoice is paid and DS 261 has been accepted but DS-260 invoice and Form are pending.

    I have three questions: I suppose that I already answered my first question as to where the documents is placed but here goes:

    1. Does all proof of relationship get positioned "in order shown below" under Financial Documents?

    2. How much of the available relationship proof/evidence goes to NVC now and how much is held for the Embassy/Consulate interview?

    3. Combine I-864 package and IV Package as one e-mail or send separate? Thanks a bunch.

  7. you can set it up as one file if you know what yer doing with yer PDF file generation thingie.

    I did something different, one file per thing, on the civil docs, then multiple file attachments into one email for the IV set.

    another email for the AOS set.

    Thanks for the prompt reply. I intended to send the IV package and AOS package by separate e-mail. On the tech side, combining the civil docs as pdf files will not be an issue. I will review your link and advice on EP posting. LIke you, I am Petitioner for a Chinese spouse so at least we are on the same page there.

    Perhaps I should have made my question more specific so here goes: NVC has a list of civil documents required for the IV package and the US Embassy/Consulate at Guangzhou has a list of additional required civil documents.

    If I understand, ALL of the civil documents (including the GZO additionals) will be sent to NVC via EP as part of the IV package. Is that correct?Originals will of course be retained by me for the interview. Thanks again.

  8. I have gathered all required civil documents for DS-260 I / V. I will submit via Electronic Processing. My wife is Chinese and there are additional required documents specific to Guangzhou , which I have also gathered.

    My Question: Do I submit all civil documents for the DS260 and those specific to the Consulate as one EP package to NVC?

    Seems like a simple question but I have never read of a specific posting addressing China and Guangzhou specific documents.

    I am the Petitioner (US citizen) on behalf of my Chinese wife and just received a Case Number and IIN with the NVC Welcome letter by e-mail. The email also included NVC contact information, AOS Invoice and Document Cover Sheet. Our interview will eventually be held at Guangzhou, China.

    It is my intention to Opt In for Electronic Processing. I have read numerous blogs on the Forum about the process with a variety of suggestions and results, and have received conflicting advice from NVC agents. During the most recent phone call with NVC the agent suggested that I just start sending documents by e-mail and they (NVC) will catch on. But I press on.

    One respected blog most referenced is the Wiki by "Darrell" which offers instruction to scan and send the Notice of Agent DS3032 (which is now DS-261) signed by the Beneficiary as attachment via e-mail to NVCElectronic@gov. NVC agents advised that I can submit the DS-261 on behalf of my beneficiary, which I did via the ceac.state.gov site signed electronically. I printed the confirmation page.. I paid the AOS fee electronically.

    My One Question: How do I opt in via e-mail for Electronic Processing if the DS-261 was submitted electronically?

    I am read and comprehend well, but am a little overwhelmed by the ever-changing format rules and new DS forms on ceac. I would appreciate a constructive personal comment. Thanks in advance for sharing about the Electronic Processing enrollment.

  10. Thank you for your reply. I did print the confirmation page. I will wait until next business day to see if there is a change in complete/incomplete status and will likely call NVC again. The information was correct and complete. The only unexplained entry was the second address line *optional which I left blank. Does it require an N/A entry? I have since read that there should be no blank entries on any form. Does this apply to *optional boxes? Comment please?

  11. As part of my daily calls to NVC I learned that a Case # had been assigned on 12/30/2014. I provided all of the contact information and promptly received a confirmation letter including AOS Invoice.

    I signed onto ceac and completed the DS-261 but after signature it showed as "incomplete". I did not resubmit but went back to review the form and all information is accurate and all boxes are full except the second address line marked "optional". (should something have been entered into the optional box?)

    I called NVC and was advised that they cannot view the document but was told to allow 40 days for someone to review it. I was also advised that the government forms tend to have a problem/glitch if I am not using Internet Explorer. I am using Google. The NVC representative also suggested that I re-submit the form again tomorrow as they will review the most recent submission.

    I don't know if the form is indeed incomplete or just awaiting review. Suggestions? Thanks

  12. Greetings. I have followed forum postings but just became a member. I married my chinese sweetheart in March 2014 and travel the journey with all of you. I share your concern and eagerness to complete the journey with a joyful reunion. Discouragement and at times that helpless feeling overwhelms me when I read of unnecessary delays for seemingly trivial actions by petitioners.

    I submitted I-130 petition in May. It was approved in November and forwarded to NVC for processing.I am awaiting the case number and call regularly.

    My concern is that the DOS webpage is clear on what is required. So why are there so many problems and delays with NVC? I realize that there a many gaps of communication in the electronic processing of forms and data. There must be a way to be informed so that we can move on to the next step in this process.

    I read in one posting that we should redirect our anger and frustration into preparing and providing our best effort for whatever information is needed. I hope this proves true in my journey. My best to you all in your journey. Jeff n Tina
