NBC's primary role is to assist in case preparation for applications that require field office interviews. They control your application until it is dispersed to the field office for scheduling.

From USCIS's website:

Centralizing the initial processing of N-400s at the NBC increases the efficiency of case management and improves customer service. The NBC will focus on creating and maintaining applicant files, completing national security checks, and various other processing steps. The NBC will also hold all N-400 cases waiting for adjudicative interview. Field Offices will make requests to only one site, the NBC, for cases to be retrieved and mailed in a much more efficient and time-sensitive fashion. Customer inquiries will only travel back to this one site, affording quicker response time and daily resolution for customer inquiries.

Is it possible that they have been living in the US for a very long long time and they were eligible to file for N-400 years or ages ago but your friend has just decided to apply for naturalization this year? X

I see a letter from USCIS on my USPS informed delivery account but I'm not sure it's the approval letter for an appointment letter for biometrics for my N-400. Would you mind to share the location where your letter was sent from? Is it from Lee's Summit, Missouri?

Yes, I got the book with civic test questions for my practice. However, no -- they did not give me any other info neither interview or test date & time. Personally, I don't think I will have my interview earlier than December this year because my 3 year GC anniversary date is December 1, 2017.

Yes, the biometrics collection process was the same as the one I went through for ROC. The staff at Manhattan field office was extremely friendly. I went in and out for a total of 10 minutes.

I think it only means I attended the finger print appointment and they have reviewed the biometrics data collected. I'm not sure what the next status update after this current one would be. Hope I could be more helpful.

Hi,

I called USCIS today and requested to speak with a L2 Immigration Officer to follow up on the decision of my pending I-751. The immigration officer was very friendly and polite. First, she apologized for a delay on my case as she said the office is working to clear the backlog of applications at California Service Center. She reassured me that there is nothing wrong with my case and no need to send in more documents. The immigration officer then told me to go ahead and file for N-400 (which I have done already last week) as she said it should not be any negative effects on my pending I-751. I thus want to share my experience with USCIS with you all today and especially those who are still waiting for their I-751 to be adjudicated.

I filed online and it shows both in the system and on my biometrics appointment letter that the office processing my application or what USCIS refers to as "Application Support Center" is USCIS Manhattan.
