A green card holder can access college financial aid to go to school. Some of it will be grants that you do not have to pay back. Some will be loans that you will have to pay back.
Most likely, you will need to live in a state for 1 year before being eligible for in-state tuition. If you do not meet the 1 year residency requirement, then you will pay 3x or 4x as much for out-of-state tuition.
Your chances of a job depends on your work experience, education, your persistent, English skills, personality, etc. There are so many factors that it's impossible to tell your prospect of a job.
If the job is working in a restaurant with people from your country, then it's relatively easy to find these jobs.
For an EE job, no one can tell you your prospects.
