Unless he is a directly affected area he will not qualify for an expedite. When it is based of war the person must basically live on a street where the activity is happening and not in a different area. If you can show that such is happening then you have hope. Senators can't force decisions they can check on petitions that are hung up. If you look up the warning on Nigeria is it terrible but it doesn't apply to must of us ( in fact I can't think of anyone from Nigeria that has expedited because of the kidnappings and bombings and killings )
