    The I-130 instructions state the different kinds of proof you can use to show you are a US citizen, such as a copy of your US birth certificate, a copy of your valid US passport, a copy of your naturalisation certificate, etc.
    There is no need to obtain such a statement from a consular office if you have other forms of proof immediately available.

    With your I-130 you show proof of being a US citizen either a birth certificate ( a copy will do) or all pages photocopied of your passport. One or the other no one has to validate anything.
