Perhaps. I hesitate to put forward theories of sophisticated strategical thinking at USCIS, but I wouldn't be entirely surprised to learn that a manager at VSC was trying to keep their 3 month average I-751 processing time under 12 months and was purposefully processing a bunch of August petitions ahead of July to buy themselves some time.

@AustinCanada - I just signed up for the USCIS account... not hard and they immediately route you through a questionnaire that told me I wasn't eligible to apply for citizenship (which I'm not, yet - one of the questions asks when you became a permanent resident - so it even does the math for you - which is pretty cool, actually.) If I had gotten my permanent residency before October 17th 2014, I bet I would have qualified to start my application online!

Congrats to the Aug VSC filers who got approved!
VSC may finish processing the majority of the Aug filers in 1-3 weeks!
Unfortunately, CSC is two months behind of VSC since they're still processing June filers!

I got a 1-year extension stamp!
There were other I-751 filers in the office, and it seemed like everyone was getting the extension stamp!

I just came back from my InfoPass appointment! I got a 1-year extension stamp in my passport!
My NOA letter date is on 08/25/2016 and my Green Card expired on 11/20/2016 so I was good until 11/20/2017 (with one year extension). Now I'm good until 07/02/2018!
According to the person I talked to at the Seattle office, it'll probably take another 6-9 months for me to receive my 10-year Green Card. I'm applying for Citizenship in fewer than two months so I hope I become a citizen within one year!
Oh, they didn't take away my Green Card since an immigration officer at the port of entry may scan it to check my immigration status since they always ask for a Green Card (then, they may not need to see the stamp in my passport)! Based on my experience, even a Canadian immigration officer asks for a Green Card (and they may not know what the stamp in my passport is) so it's nice that I still have it!

This post and questions seem to be causing some confusion. These questions are actually about naturalization, not ROC.
For ROC:
Time as a permanent resident (2 yrs less 90 days) is the only time restriction to applying
If there's an interview, both spouses must attend
For Naturalization:
There are 2 time restrictions: First, 3 years less 90 days (5 yrs less 90 days if no longer married to the same person)
Second, at least 3 months as a resident of the state where you filed N-400
Only the "citizen to be" needs to attend the interview.

I just talked to an immigration officer after talking with a call center agent from USCIS (since the call center agent transferred me to the immigration officer).
According to him, they have extended my status for one year from the expiration date of my 2-year Green Card.
He suggested that I make an InfoPass appointment in July if I don't have my 10-year Green Card since the process could take 1-2 years.

It is not that the people here are freaking out. It is because we have come so close the the end of the major chapter of immigration. And people want to get that "OFFICIAL" permanent residency. Of course, unless you have committed a crime since you got your conditional green card or you really didn't file properly, we should not have anything to worry about except it is frustrating to wait for the approval. Of course life goes on, if one doesn't get his or her 751 approved, 9 months, 10 months, 1 year, 1.5 years, USCIS will keep extending the applicant's conditional residency until they approve it, so it is really not bad except the wait. but it is "UNDERSTANDABLE" that people get frustrated after waiting for 10 or 12 months and seeing the processing moving forward so slowly and yet there is really nothing much we can do to expedite the process, so the frustration and freaking out are normal, it is just that sense of being a "CONDITIONAL" resident is really not 100 percent being a permanent resident without any conditions. Everyone's situation is different. I am married to a man I have loved and known for 20 years, it has been a hard fought battle since LGBT couldn't even get federal benefits until 2013, and my spouse now is already 89 years old and one of my biggest dreams is for him to see me become a naturalized citizen to a country we both love. Knock on wood, my man's health is pretty solid considering his age, but he is not getting younger, and we have been waiting for the approval for 9 months and a week, and there's no way of knowing how long exactly it is going to take for USCIS to even move forward because it seems extremely slowly this year around, so in my situation, what if my spouse gets sick and he is gone when my case is still pending? Do I start all over again? It is the uncertainty that haunts us, and I have heard N-400 is just as backed up as 751. So it is not just "What's the big deal?". It is a big deal to us, of course we want to get our approval as fast as we can so i can apply for 400, and it might take another year and how old is my spouse going to be? 90? 91? Trust me, I am very grateful that at least I am not one of those undocumented immigrants who is facing fear of being deported every day, but my fear is personal, and it is not our fault that we couldn't get married until 2013 in California. So anyway, I have been as patient as I have been because I know there's not much we can do except wait, but we won't rule out contacting our congressman in California just to see if he can help us since my spouse isn't getting any younger. Just need to put things in different perspectives. Good luck to those of you who have been waiting. I believe we will all be approved, just hang in there and be patient. Let's see what the update of processing times says in a few days.

Trust me, I have been very grateful for what this country has offered me, I had to apply for 601 waiver just to take care of my two petty minor misdemeanors that rendered me as inadmissible, and this country gave me a chance, I was able to prove that I am a good moral character and i was able to obtain my conditional green card. However, being a LGBT person, it wasn't our fault that we could not get married until 2013 when Supreme Court gut Defense of Marriage Act that allowed LGBT people to receive federal benefits, and also we were able to get married after Prop 8 was tossed out by SCOTUS as well, but I didn't complain, we played by the rules and we are waiting in line like everybody else, but my spouse is already 89 years old, and we have been together for 20 years and could not get married until 4 years ago, is it our fault? NO, it was the society and public's view on homosexuality that were reflected on policies and laws that discriminated us from doing so, but I am very grateful now that this country has marriage equality nationwide. I want my husband to see me become a citizen but he is already 89 while we have been patiently waiting for 751 to be approved. We don't take anything for granted, but we have come this far and I believe have earned it by playing by the rules like everyone else. But it is understandable if people complain, that doesn't mean they take things for granted, it is just voice and frustrations due to our broken and inefficient immigration system, and there's also fear of what this administration can do to immigrants like us that you need to take into consideration. Sense of "entitlement"? I don't know if you are a Republican or a Trump supporter, but many Republicans talk this way about the "entitlement". I do have a problem with people who support this administration and president, they have been proven a dangerous White House that is dismantling the government and reversing everything Obama did out of personal and political vendetta in the expense of all Americans and even legal residents. Trump was elected into office, that is what Americans people want, but his anti immigration stance and lies scare immigrants like us. Quite frankly, I don't understand how any immigrant would support a president who thinks of himself as a dictator who hates immigrants and constantly lies and listens to whatever Steven Bannon tells him. Anyway, don't mean to drift into politics, I am just saying that it is ok if people are frustrated after waiting months and months and still don't hear from USCIS, it is human nature and it has nothing to do with entitlement or anything else. Thanks for letting me rant as well. I hope we will get approved soon.

I don't think anybody here is disrespecting law and processes but you need to remember that we pay a lot of money for those applications to be processed so don't be surprise that people are frustrated.

Yes, you are in status and "safe". However, depending on where you live, some people are less so. USCIS' procedures are misunderstood and unclear, and as a result, large numbers of people are having difficulty renewing drivers' licenses, denied mortgages, and having to jump through hoops to prove that they are eligible to work. Having to go to your "local office" to get an I-551 stamp means, for many people, giving up a day's worth of work (and income) and paying to travel several hours away to the closest city with an office, when it would surely be possible for USCIS to generate a new letter of extension to anyone whose application passes the year extension.
If everyone were in the situation you (and I) are in, the long wait times would be merely a nuisance. But for many of the applicants, their lack of a valid physical green card is (or will become) actually a hardship and they're feeling worried and anxious.
I don't believe anyone here disrespects the laws or processes of this country (although some of us don't want to become a citizen at all, much less "desperately" - being a legal permanent resident with a 10 year card is an end in itself for many). We have followed all the rules, just like you did, and paid all our fees, and are, in fact, entitled to certain rights and privileges as legal permanent residents... and for some of us, those rights and privileges are being restricted due to slow processing.
We are not, overall, disrespectful of anything. We are frustrated and anxious because we are not receiving the service we've paid for, and there is no way even to see where we are "in line". So sometimes we vent these frustrations here at VJ, just as you did.
If you (who are not at the same stage of this process as we are and are not waiting for a card which, in its absence, may cause you to lose your driver's license or your job or your ability to travel) are upset by the tone of this thread, feel free not to read it.

You should be able to apply for US citizenship because it's your choice to work or not.
I mean if you're super rich (or retired), you don't have to work.
If you're a housewife or househusband, you don't work.
You may want to read https://www.uscis.gov/n-400 just to double-check your eligibility or ask this question in one of the N-400 filer groups!

If you're planning to apply for US citizenship in Aug, you may want to take a look at http://www.visajourney.com/content/naturalization_guide.
They request the last three years of your tax return transcripts in your application package (I know... again!). You may want to contact IRS now to request your 2016 tax return transcript since it takes 1-2 months for them to send it to you!

I agree with Austincanada. I have no lawyer, but I think it is question of rights. If you legally comply with the 3-year period to gain citizenship, why do we have to wait longer because of USCIS incompetency? It is on their end to effectively process applications, -something they are not doing- as well as to approve (or not) files according to true, authentic facts supported in verifiable documents. Beyond that point, they cannot accuse me of applying for N400 illegally or inappropriately. The burden of the proof is on them. If they do not approve i-751 form prior to my eligibility to applying N400, they, and only they, are guilty for this situation. My punishment for their sloppiness is to wait (fine, I am already here with my spouse, it is not that terrible!), but I am not going to stop my timeline for it. I am still paying taxes and outrageously expensive fees for the applications. Moreover, it is my right, and I am going to make use of it. I will be also applying for citizenship when i am eligible to do so, regardless my I-751 status.

Hey everybody - I read on another thread that USCIS is now acknowledging the confusion regarding when exactly the extension letter expires, and as far as we know, they will allow us to make an infopass appointment to get the I-551 stamp 11months after the date on the letter. For example, my letter has the date July 17, 2016, so anytime after Aug 18, 2017, I can get the stamp. Loophole closed, I can visit my family this summer, whether or not I have my new greencard! Whee!
