    Just the fact that USCIS makes a decision does not make it right.  This could be reversed in a court. But the truth is, if one can do anything to avoid unnecessary complications it is better to do it.

    I agree that the move may make the process more complicated and could be a cause of a lot of delay. However, the cases identified on the other website submitted their application before meeting the residency requirement or had issues with living and working in two different states. In your case, I am assuming that you met the residency requirement at the time of filing. The USCIS website provides guidance as follows:
     
    "In general, an applicant for naturalization must file his or her application for naturalization with the State or Service District that has jurisdiction over his or her place of residence. The applicant must have resided in that location for at least three months prior to filing."
     
    "In cases where an applicant changes or plans to change his or her residence after filing the naturalization application, the applicant is required to report the change of address to USCIS so that the applicant’s A-file (with application) can be transferred to the appropriate office having jurisdiction over the applicant’s new place of residence."

    The only caveat I would add is that at the time of your interview the immigration officer may ask you to verify your current address while going through the N-400 application. In my case he even asked separately if I still lived at my current address and if it was a house or an apartment.
    Once you give the IO your new address, they may decide to transfer your case to the new Field Office (assuming your new address does not fall under same FO) for the oath ceremony or may let you continue with the same FO. You may or may not have a say in it.
    Sorry for listing hypothetical scenarios. Someone with direct experience with similar situation may be able to provide more concrete answers.

    I had my interview on 06th of July in Albuquerque, NM and I wanted to share my experience here in case it is useful to others.
     
    My appointment was for 10:20 am. We arrived at 09:35 am. The security had no line. They asked to see the interview letter and our photo ID (Driver's License). We went through the metal detector. The security officer passed the interview letter directly to the first window in the office area and asked us to wait in the waiting room.
     
    The waiting area had room for approximately 50 people. It had restrooms on one side of the room. We sat facing the entry door where the officers came in and asked people to follow them. There were three cases waiting there ahead of us. Starting at 9:55 am three different officers came out in quick succession to call people ahead of us. We were expecting to be called in after one of them was done with their case. At about 10:00 am a different officer asked me come in for the interview. He introduced himself and told me that he will conduct the interview for my naturalization.
     
    Once in his office he asked me to hand him my green card, driver's license and passports. He told me that his system is down so he will do a manual review. I was then asked to stand up and take the oath. We went through the N-400 application first where he made minor changes. During this process he kept trying to log back into system which eventually started working. I signed the N-400 after he noted the corrections.
     
    He then started the reading and writing portion of the test. He asked me to read the third sentence printed on a sheet "Why do people want to be citizens?" He asked me to write "People want to vote". It was followed by the civics test. He told me if the question has multiple answers he only needs one. My first answer will be taken as the final answer so think before I answer:
    Q98. What is the name of the national anthem?
    Q96. Why does the flag have 13 stripes?
    Q89. What ocean is on the West Coast of the United States?
    Q86. What major event happened on September 11, 2001, in the United States?
    Q12. What is the “rule of law”? ... (Here after the first answer, I started saying the second answer and he cut me off saying "One is good, you don't need to say the others")
    Q7. How many amendments does the Constitution have?
     
    After six questions he stopped and said "Congratulations you passed the test". He asked me if my husband helped me prepare for the test and if my husband knew all the answers. I told him he did help me and now he does know all the answers. He said that every year they have a booth at the state fair where they give out US flags if people can correctly answer the questions from the citizenship test. Unfortunately most US citizens do not pass so they return back to the office with most of the flags.
     
    He then gave me the letter with Congratulations and "Recommended for Approval". I signed another paper with my name, DOB, etc. to confirm that the information is correct because it will appear on the naturalization certificate as shown.
    I was told that the Oath Ceremony will most likely be on August 18th with military families due to my husband's veteran status instead of earlier ceremonies with general population. He said that it will be very small ceremony with only a handful of people. He mentioned to just bring the green card and the oath letter to the ceremony. I came out at 10:30 am along with the officer who thanked my husband for his service. He also asked to take a photocopy of this old military ID as a proof of his military service (I had asked my husband to bring his personal documents and keep them with him in the waiting area, just in case).
     
    Note: My application was not a military spouse application and nothing in my application or supporting documents indicated that my husband was ever in the military. It came up during the interview when the officer asked if I had ever served in the military and then if my husband has ever served in the military. I said 'No I haven't ' and then 'Yes my husband has'. I told the officer that my husband is not active duty and he also did not retire from the military. He served for 8 years before leaving the military.
     
    I had the passport photos but was not asked for them and I forgot to mention it. Also, I was not asked for any other documents.
     
    My on-line case status changed to 'In-line for Oath' on 13th of July and then to 'Oath was scheduled' on 27th of July. Yesterday (31st of July), I received the letter for the Oath Ceremony to be on 18th of August at the Museum of American Military Families in Tijeras, NM.
     
    I do feel very lucky that my application has moved along quickly. I think my Field Office being Albuquerque was probably the most important factor. We have been married for almost 7 years and living together with joint everything for almost 15 years. I have filed taxes every year since 2001 and did not have any traffic violations. All these minor details may have contributed during the review process.
     
    I must say that the members who contribute to these forums even by simply asking questions have been a huge help to understand the process and calm the nerves. I will be forever grateful to the community of people here whom I may never get a chance to thank in person. Thank You for making this process less lonely!

    I-130s for IR1/CR1 and K3 Visas:

    CSC: August 14, 2013

    VSC: June 29, 2013

    TSC: June 10, 2013

    NBC: June 24, 2013



    This data is less helpful than it once was, since USCIS has clearly abandoned their FIFO protocol. We have noticed these numbers jumping back and forth as the service centres continue to work parallel paths, catching up on old files and also working ahead. It's just kind of luck of the draw as to when the first person to report in a given day sent in their petition.



    Igor's list

    Most of the recent approvals (by about an 8-1 ratio) are from August. Throughout the Igor's List reporting there is a little bit of movement from March, April, May, a couple of (presumably expedited) approvals from November and January, and none of the last 15 from any service center were from June or July.

    Again, Igor's list (and our timelines) do not seem to be successfully tracking transfers, so almost all the data is on the NBC page of Igor's list since almost all petitions from last year were sent there first.



    Transfer Spreadsheet Info





    July Transfers were completed early this month, and have been seeing quick responses from CSC, reasonably quick responses from TSC (since about mid-month) and NSC has just recently started to send approvals (and RFEs)



    August transfers seem to have been completed as of the beginning of this week. The majority of August transfers went to CSC, a minority went to TSC, and none seem to have gone to NSC.



    September transfers began this week, too, and despite a strange jump where they transferred the first week of September and then there were a few from the 3rd week, skipping the second week, they have seen several transfer days and it looks good for them to be transferred quickly. This month some files are being transferred to NSC again, so hopefully that is a suggestion that NSC might be working through their backlog and may speed up processing.



    Looking at the transfer spreadsheets (this data is even less representative, since it requires 2 levels of compliance (it doesn't automatically update based on timeline updates, and people have to sign up for it and update it themselves)



    Of February's reported transfers, 80% have NOA2 - (CSC 100%, TSC 91%, NSC 76%)

    Of March's reported transfers, 71% have NOA2 - (CSC 86%, TSC 46%, NSC 74%) This data is virtually unchanged from last month.

    Of April's reported transfers, 86% have NOA2 - (CSC 94%, TSC 79%, NSC 89%)

    Of May's reported transfers, only 56% have NOA2 - (CSC 100%, TSC 58%, NSC 60%, Not reported 27%)

    Of June's reported transfers, 46% have NOA2 - (CSC 85%, TSC 64%, NSC 36%, Not reported 14%)

    Incidentally, May and June sent a disproportionate number of petitions to NSC - more than half of May and slightly less than half of June transfers went there.

    Of July's reported transfers, 71% have NOA2 - (CSC 79%, TSC 93%, NSC 28%)

    Keep in mind that July sent the majority of petitions to CSC, so 79% is A LOT of petitions)

    Of August's reported transfers, 49% have NOA2 - (CSC 66%, TSC 44%, NSC didn't get any, and there's one NBC approval of the world's slowest expedite)



    So the data suggests that USCIS is continuing along their path to get the average down to 6-7 months fairly soon. We can expect to see the remainder of September transferred somewhere around the middle of March, (there's usually a slowdown right around the time when the numbers are "updated" on the USCIS website) and then probably they'll transfer the October filers who are still at NBC (about mid-October they started sending them direct to the service centers, so after that point, presumably there will be no more transfers to worry about).



    And the people from March to June are still kind of lost in the ether - I could hardly believe it when I looked at the transfer data and realized that there's hardly any difference in March's numbers since last month! I mean, I hope some of that is people not updating the spreadsheet anymore, but really!



    I'm interested to see what happens with the September transfers going out to TSC. We know they still have an enormous backlog, but will they start following CSC's lead and just jump ahead and process those files, or will they leave them alone until they're caught up?



    Overall, if VJ's data is a representative enough sample, (and USCIS is honest) the processing date that will be posted around April 20 should be somewhere in mid - late June (although that's literally an average, since June hasn't been getting much attention at all - only the months before and after!)



    Does anyone have anything else that should go in the Time Capsule?

    You're right, it is frustrating. I'm sorry that you suffer from anxiety, but the fact is that there's really nothing any of us can do at this stage to speed anything up. It'll happen when it happens. I know that doesn't help and me telling you not to worry is certainly not going to work. I know
    I can only say that we're all in the same boat here and it's nice to be able to support each other.
    I know it helps me to check out some of the other monthly forums (particularly August, right now) and see how the transfers and approvals are coming along for them. It makes me feel better to see those transfers creeping closer and closer to October. And you see how excited the people are who are getting transferred and approved and you think - "In a couple months that's going to be me!"
    It works for me, anyway.

    NOA2, feels good.
    On February 20, 2014, we mailed you a notice that we have approved this I130 IMMIGRANT PETITION FOR RELATIVE, FIANCE(E), OR ORPHAN
    all data's in the sheet, but NOA1 8/9 and transfered to CSC 2/6.

    Guys, I'm sooooo happy. I got approved!!!!!!!!!!! The email came in at 10 PN cst tonight!!!!
    Today finally has come!!!! Best of lucks to the remaining transfers. Hope you guys get some good news by the end of Feb.

    Approved guys!!!!
    I was driving to work as my phone went 'PING!!!' finally!!!
    Email came in at 11:00pm EST which is 6:00am here in Greece!!
    So so happy! Hubby doen't know yet.. he goes to bed at 09:30pm EST... its going to be a very nice surprise for him to wake up to!

    I-130 -- Approved today at 6:45 PM (Pacific time) from TSC (transferred date 2/7, PD 8/12/2013 ). Thanks for all your help/support and more importantly, the information you all provided is awesome. Thanks to waiting____ for guiding me to come to this August forum.

    Did you sign up for an account on the uscis website? The g-1145 (or whatever) is only good for an email of your NOA1. After that, if you want email updates you have to sign up for them. There's a link under Tools on the uscis website. If you didn't do that yet, that's why you haven't got an email about your transfer.

    I am sure they go by the PD of your I-130 petition...My I-129f just happened to be after yours because I applied much later for K-3.

    Although, I have seen cases (see links below) where irrespective of whether the I-129f was filed immediately after I-130 or several months later, their I-130 was transferred along with other 'non-K3' filers (as seen in their respective monthly transfer spreadsheets). However, their I-129f was transferred along with their I-130 and was cancelled as soon as the I-130 was approved.I am just not sure if these cases are exceptions or norms.
