I in the same situation , I waiting for the visas to my little kids they are the same date of priority date my, september 5 2013 but I have my GC in the U.S. because when my husband submit the application the VB go current for F2A category and I adjustment status inside but my little kids in this moment are in Spain with her parents in school vacation , and latter the VB take retrogression and all broken and I come to Spain the in august 2014 to waiting with my kids the VB coming to they PD and the separation of my husband for this time ....... is all very difficult

I understand your pain. I was also hit by retrogression, Just when we were expecting an Interview Caling.

But trust me. This Retrogression teaches you how important your loved ones are. And how tough life can be. So get prepared and Enjoy whats coming there for you.

believe me the VB will advance more than 23 July / 2013 for the next VB which is released on March 9, for which appointments are assigned 1 to April 31, 2015 you have a interview I sure , because I know the people with PD 1 august /2013 and NVC yesterday give appointment for april don't you worry you going in the next VB

Actually that's not true, because June 22 is the cut off date means they are not yet interviewed.

If the visa bulletin says June 22 is the cut off date then they will be scheduling only up to June 21.

How can you be sure.

If the Bulletin has mentioned 22nd June as a cut off date. it means that 22 June is also included for the Interview Scheduling.

one category IR2 (child of citizen) PD November 2013 scheduling for 14th abril

the other girl is category CR ( wife of citizen) PD december 26 /2013 scheduling for 9th abril

she is category F2A and she priority date is july 11 2013

I think NVC have not started scheduling. If there are no visas available, pending petitions at NVC would not be allowed to further the process. Do not give up on calling NVC. Good luck.
