No. He waited a little over a month for the I/L.
Now, the interview letter is given ahead of the interview date itself (a month in advance) to give the beneficiary ample time to get the medical and other paperworks to be completed.
You don't get I/L and the interview date on the same month.

Joint sponsor - I-864 + proof of citizenship or LPR status + supporting evidence (including pay stubs and/or letter from employer)

Your brother in law.... what form did he sign? If you said he was your brother, then you lied, he's not. To show relationship you'd normally show both long form birth certificates. For a brother in law, it would be a wedding certificate, spouse's long form birth certificate, and then brother's long form birth certificate.
I recommend you redo the forms correctly. If your brother in law is a joint sponsor, they should sign a completed I-864 not I-864a.
