The DS230 is used for some other visa types thats why it asks Q14.
If you are applying for a K-1 then you do not have a spouse, put 'NONE'.
I'm pretty sure Q31 refers to people like your children (if any) who will be applying to immigrate with the US with you. You're fiance is already a USC, you don't put his name there.

Based on the results here, there were 22 NOA2's issued for K-1s yesterday. Wahoo! Things are finally moving. Hopefully this trend continues. Tuesday had a dozen as well, plus the 15 or so between last Friday and this Monday and there were nearly 50 in the last 4 working days.

I agree. It sounds like an excuse. Scanning barcodes for the i-129f are located at the bottom of each application. Those documents are likely scanned with OCR, assigned a receipt number then routed to their respective locations. The image of processing centers with thousands of boxes littering the aisles between cubes is laughable. Adjudicators are accessing an electronic system where this information is stored. If the flood damaged anything...it was likely a server.
On the USCIS website it specifically says in the "Tips for Filing Forms with USCIS" ..."We use special scanners to read your forms and
documents. The scanners will not properly read information that is greyed out, highlighted or corrected using correction fluid or tape."
I know that the USCIS seems antiquated, but I guarantee they are not swiming in soggy paperwork.

I emailed the Ombudsman office again, this time inquiring why November/December petitions at CSC are being processed ahead of August.
Here is my response:
"We were able to locate the issue that may have caused a few days’ worth of cases to be worked out of order. This was a result of the flood at the CSC a few weeks back. The cases in their file room were wet, and the whole file room was relocated. As a result, they didn’t have access to every case during that time. They believe they have now resolved that issue and are back on track starting today."
