    You may need to have the USC submit the story here to be certian the info given is correctly stated.
    If the 221 says what you say it does the problem could be in the documents submitted as part of the support info. Meaning they dont want " the IRS for 2011 and 12. What does that mean? What they want are his lastest tax transcripts. These are proof of his income and that his taxes are current. The problem doesnt seem to be with the income amount. Its the method used to indicate it.
    The next actions you take need to be carefully thought thru so they dont result in an actual denial. Right now they simply want the current and correct info required to grant the visa. They have requested you submit that with your passport so they can issue the visa.
    Make sure the USC understands exactly what to do. If not try plan B as you say which should be to marry in Thailand so you can get a CR 1 type visa.

    I was an exchange Visitor in 2010 and now a US resident. I had requested an advisory opinion before my interview for green finding of two-years foreign residency. I am leaving a copy of my Advisory maybe this helps for guys trying to find out.

    We opted to get a new card for two reasons, married name change and once you have a green card the stamp is not needed.

    If this helps at all, we went the CR1 route because we wanted to have the opportunity to celebrate our marriage and the union of our two families at the wedding, and it was way easier to get everybody to my hometown than to the States (you have to think of tickets, logding, visas, etc. etc.). Another big reason was a financial factor - my spouse is going for his Masters in the US and I have a very good job in my hometown, and the fact that with the K1 you have to wait until AOS until and all that to be able to work felt like would be a significant financial burden on us.
    If time away from your love is a huge factor, you might want to take a look at where your case would be processed.. and think about how long this process will actually take for you if you did the CR1. The reference and comparison charts are one thing, but you must know that the California Service Center is moving way faster than Vermont, for example. Just to give you an idea, people who filed their I-130 at the CSC the SAME WEEK that we filed ours at the VSC (we filed at the Chicago Lockbox and it got redirected to Vermont) already got their NOA2 in late July, while we just got our NOA2 in late September. Whatever route you take, considering the pros and cons, you should make sure you have realistic expectations.. Also know that you can still travel to the US to visit while your case is pending (even if you don't have a tourist visa, you can even apply for one - although showing your ties to your country and prove your case as a non-immigrant might be harder)... so 2-3 months might not be as big of a difference.
    Good luck deciding.. i know how nerve-wracking this decision can be, but as long as you make that decision together everything will be just fine!

    Its too late to get interview for november since oct is at end and scheduling is probably done done novemner but you will be first in line to be scheduled for december
    My case was completed in last week of sept and they schedule it for Nov (last week) cuz it was too late for oct and all schedules are already taken

    It took 3 months from our case complete to get the interview. Keep in mind Bangkok is one of the Embassies that schedule all the non-immigrant visa interviews first, and then give NVC whatever is left over for immigrant visas. I would say hope for December, but January is probably more likely due to the holidays etc.

    I don't think that's the scenario anymore. Our November interview was scheduled just a couple of days after case complete (earlier this month) and the same thing happened to another couple in September. BKK seems to be working fairly quickly these days for IR1/CR1 compared to a lot of other consulates.

    One of my evidence is an e-mail that my husband sent me relationship requested on Facebook. And I sent it to USCIS with I-130.
