I have already sent NVC the form query you mentioned and have confirmed from them that they have our email addresses on file.

The way I see it, the only thing you can do right now is call NVC and ask them to send you WL. As the others pointed out, you can't expedite unless your PD is current. Follow the VB closely, as soon as you PD is current, request expedite.
You would most likely need a joint sponsor, work on that while you're waiting.

I’m not sure withholding obviously key information about the petitioner is a valid thing to do at the interview, by the way. I’d think getting a joint sponsor would be a better avenue than a course of action which might result in a decision of an erroneously granted green card at some future stage.
As i mentioned that earlier we were hoping to call my father to India and pursue treatment here, the reason we started the treatment in US was cause of his worsening symptoms when he was in rehab following surgery. they did the mri scan cause he had more weakness on his right side, his mental state was very unstable he was extremely depressed. So the reason to expedite is to be with my father during this tough time.

With immigrant intent, you will not qualify for a visitor visa.
You understand that the F2b case is for family reunification. Your father must physically be in the US in order for you to use your immigrant visa, so going home to you is a bad idea. With him in India, it's invalid for you to use the visa.
You must get your immigrant visa and come to the US while your father is alive. If he dies before you use the visa, it automatically becomes invalid.
I advise you to get all your paperwork prepared for your immigrant visa interview. Make sure you get everything right so you do not get any delays.
This is insensitive, but your family must make sure that your father stays alive until you use your immigrant visa. Your father would want you to be able to use the immigrant visa.
I would not inform the US Embassy that my I-130 petitioner is severely ill as it may change my circumstances and make me a likely public charge. Trump and Stephen Miller are trying to expand the definition of being a likely public charge to deny green cards to people.Best of luck.

I and my brother are waiting for F2B visa. Priority date is NOV 25 2011.
The petitioner My Father, he is unfortunately diagnosed with Brain Cancer Glioblastoma Multiforme (GBM). Stage -4. it is the worst form of Brain Cancer with very poor prognosis. ~(1 year to 14 months). He was rushed to hospital on 1 JUNE. He had severe weakness on his right side and was having trouble making words. Dr found swelling and bleeding on the right side of his brain. Dr. told us it is probably a tumor and must be removed through surgery ASAP. He underwent the surgery. Dr told us he was not able to completely remove the tumor cause it is situated in very sensitive part of his brain. So it was a partial removal. My father was then shifted to a physical rehab facility. We only got the pathology report last month. We were hoping to call him to India to us. but he had worsening of symptoms. Dr.s told us to start the treatment ASAP, as any delay could be fatal. so he had to undergo radiotherapy, the last dose was given yesterday. Dr. told us that they will wait for few weeks and they will do MRI scan on 28 of this Month and start chemotherapy first week of September. chemotherapy will take few courses lasting few months.
can anyone guide me whether we could qualify for Expedite F2B processing/visa. Given our situation.

From now on, NVC will send Welcome letter and other notifications to you via email.
When you get WL, you can fill DS-261, DS-260 using the invoice ID in WL, as well as pay the fees, submit your civil documents and your father financial documents to NVC. Your father does not need to do it if you can.
P/S: If your father leave the US, he should get the "reentry permit" before leaving the US.
Because green card holder will lose their status if they leave the US more than 1 year.
Re-entry permit is valid up to 2 years so he can reenter the US if he needs to leave the US more than 1 year.
Our situation is that my father was just diagnosed with Primary Brain Tumor last Month, He had brain surgery to partially remove tumor on 11 June.
He will require radiotherapy and chemotherapy and was suppose to get the same in the US,
but because there is no one there to take care of him during the therapies, we had no other option but to call him to India and seek the treatment here.
I have one more question.
He does not have good source of income in the US, Medicaid/Medicare will be used to pay the medical bill.
so i am assuming we will need joint sponsor

This is just anticipation, and it may be longer, because there are more and more applications. We cannot predict that.

1) Who will get the Welcome Letter, Will my Petitioner i.e. My Father or will i get the welcome letter. ?
2) Will there be any correspondence between my Petitioner i.e. My Father and NVC. if so what would that be ?
My Father will be coming to India this week for Medical Treatment and will stay with us for few (3-4 or more) months
So i am concerned how would that work if they would send some letter to him.

As they begin processing F2B cases which have PD before Jan 8th 2012, you should write an email to ask them what is your invoice number.
Use this form https://secureforms.travel.state.gov/ask-nvc.php. Fill in all the information and check the box "Please update my NVC file with this email address" (so they can add your email address into their database), and then write your request in the box to ask them about your invoice number.
After 3 weeks, they will reply. You can use your case number and invoice number to check your case status (DS-261) in this website everyday https://ceac.state.gov/ceac/
When your case is processed, your DS-261 will be available for filling and submitting. At the meantime, they will send Welcome letter to your email inbox.
P/S: Sometimes, they deny to provide your invoice number. Don't worry, you will get it when you receive Welcome letter. The important thing is making sure NVC updated your latest email address, so you will not miss any announcement from them.

I think they are talking about the F2A category (do correct me if i am wrong), if they go through with this bill then they would remove numerical limit for the visa, then would it mean that they would give the freed visa numbers to all other categories.
and the second one : The same benefit would extend to those with family-based cases pending for at least five years prior to enactment.
Does this mean they would give this benefit to only those who are waiting for at least five years and not someone like me (waiting 2 years almost).

I was searching for the summary of the newly proposed CIR and what would be the possible changes to Family Based Immigration, i do realise that it has not been passed by the senate and is not a law yet. but i would like to know what do you guys think of this bill and what could be the changes to the family based immigration, as you can see by my profile i am under F2B category and i found this two part summary by Murthy Law here is the link:

First Question : on the first link under the proposed Family-Based Changes:
Proposed Family-Based ChangesIn the family-based categories, the bill proposes various substantive changes that would serve to expand eligibility in some cases, but reduce or eliminate eligibility in others. For instance, the definition of immediate relative would be changed to include children and spouses of permanent residents, in effect removing the numerical visa limit for this category. However, the category for siblings of U.S. citizens, FB4, would be eliminated altogether.

Second Question : on the second link under the Merit-Based Permanent Residence Programs
Merit-Based Permanent Residence ProgramsThe bill proposes two separate merit-based point systems for granting permanent residence (commonly referred to as "green card" status). The longer-term merit-based system would not go into effect until five years after enactment of the CIR legislation. Points would be awarded based upon various factors, including: education, employment, length of residence in the United States, and other considerations. There is some flexibility within the system to allocate additional numbers, if the rate of U.S. unemployment is sufficiently low.
If this bill becomes law, a more immediate merit-based system would go into effect in October 2014. Under this system, immigrant visas would be allocated to those with employment-based green card cases that have been pending for at least three years prior to the enactment of CIR. The same benefit would extend to those with family-based cases pending for at least five years prior to enactment. The same provisions would also extend to certain foreign national workers who have been lawfully in the United States for at least ten years.
Could some please explain to me in layman's terms what all this mean for a F2B applicant (like me) ?

Both my parents and my sister and brother-in-law are in America.
My sister is US Citizen, and My Parents are Lawful permanent resident.
Me and My Brother are here in India.
So, my question is, if apply for a B2 Tourist Visa, what are our chances.

Priority date is date that should be on the notice USCIS sent to petitioner when they received petition - it should be somewhere around November 2011 as you indicated. This is what you compare to the current priority dates in the Visa Bulletin for your category.

Do you understand the concept of visa number being available in family preference categories ? Look up visa bulletin, they are currently processing petition with priority date of May 1st 2004 - you have at least 7 years of wait regardless of what the petition processing time at USCIS is. Processing time you found on USCIS page is almost completely irrelevant in your case.

the i130 can take from months to years, since the wait for the category is currently around 8 years. and you cannot marry, unless your dad becomes a USC

No, I do not have a visitor visa.
I had applied for the same after his surgery but interview officer denied. i kept pleading that i really need this visa, she told me the reason for denial is that you father has applied for your immigration.
